In accordance with the requirements of 10 CFR 50.4 and 10 CFR 50.90, Wisconsin Electric Power Company, Licensee for the Point Beach Nuclear Plant, Unit 2, hereby requests an amendment to Facility Operating License DPR-27. The requested amendment will incorporate changes to the plant Technical Specifications.

changes related to our planned conversion of Unit 2 to 18-month fuel cycles. This schedule is described primarily in footnotes that appear in Technical Specifica: ion Section 15.3. These                                                                                                                ,
footnotes presently describe the Unit 2 implementation schedule as refueling outage U2R24. We plan to implement these changes during refheling outage U2R23, which is currently planned for late 1998 or early 1999.
A description of the proposed changes, a safety evaluation, no significant hazards determination, and marked-up Technical Specifications pages with the proposed changes are attached.                                                                                                                        ;
We have determined that the proposed changes are administrative only and therefore meet the                                                                                                                  ;

10 CFR 51.22 (b) an environmental assessment or impact statement need not be prepared.                                                                                                                      l Alternatively, Wisconsin Electric Power Company requests the Nuclear Regulatory Commission to issue and publish a finding of no significant environmental impact pursuant to 10 CFR 51.21, 51.32, and 51.35.

    -  Page1 Description and Reason for Proposed Changes Technical Specifications Change Request 205 Implementation Schedule Change For 18-Month Fuel Cycles Point Beach Nuclear Plant. Unit 2 The present Technical Specifications are provided with several footnotes that describe the schedule for implementing boron concentration changes and water inventory changes that support the conversion of PBNP Unit I and 2 to 18-month fuel cycles. The footnotes presently state that the implementation schedule for Unit 2 is Refueling 24 (U2R24). The subject parameters are described by the following Technical Specifications:
15.3.2 Bases    Description of the Refueling Water Storage Tank (RWST) volume and boron concentration requirements to achieve cold shutdown will be revised from 24,100 gallous of 2000 ppm borated water to 26,600 gallons of 2700 ppm borated water.
Table 15.3.2-1 Description of the Boric Acid Storage Tank (BAST) volume and boron          l concentration requirements to achieve cold shutdown will be revised as described in the table.
15.3.3.A. I .a  Description of the RWST minimum boron concentration requirement will      i be revised from 2000 ppm to 2700 ppm.
15.3.3.A.I.b  Description of the safety injection accumulator minimum boron concentration requirement will be revised from 2000 ppm to 2600 ppm.
15.3.6.D      Description of the minimum reactor boron concentration requirement for conducting positive reactivity changes when containment integrity is not set will be revised from 1800 ppm to 2100 ppm.

The proposed amendment revises the footnotes (and the table note for Table 15.3.2-1) for each of the above requirements so the Unit 2 implementation schedule will be U2R23 rather than U2R24. The change may be implemented by changing all occurrences of            !
        "U2R24" with "U2R23".
The proposed amendments support the schedule for loading 18-month core designs for Point Beach Nuclear Plant Unit 2.

Wisconsin Electric Power Company, licensee for Point Beach Nuclear Plant, Unit 2, has requested amendments to Facility Operating License DPR-27. The purpose of the amendments is to reflect the revised schedule for loading 18-month core designs for Point Beach Nuclear Plant, Unit 2.
The proposed changes are schedular only and do not affect the conclusions of the safety evaluations conducted for license amendments 180/184, including the NRC safety evaluation dated September 23,1997.
There is no change to facility effluents. There are no other radiological or non-radiological impacts on the facility and its environs. Therefore, the health and safety of the public are maintained by the proposed changes.

Wisconsin Electric Power Company, licensee for the Point Beach Nuclear Plant, has evaluated the proposed amendments in accordance with the requirement of 10 CFR .".91(a)(1), again .Le standards in 10 CFR 50.92, and has determined that the operation of the Point Beach Nuclear Plant in accordance with the proposed amendments involves no significant hazards consideration. The proposed changes are administrative l    only. As discussed in the Statements of Conside~ation for 10 CFR Part 2 and Part 50 published at 51 FR 7744, dated March 6,1986, purely administrative m.anges are not likely to involve significant hazards considerations. An amendment which involves purely adiainistrative changes such as those proposed here, " presents no safety questions and clearly involves no significant hazards considerations." Long Island Lighting Co.
(Shoreham Nuclear Power Station, Unit 1, CL1-92-4,35 N.R.C. 69,77, n. 6 (1992). The evaluation against each of the standards in 10 CFR 50.92 follows:
: 1. Operation of the Point Beach Nuclear Plant in accordance with the proposed amendments will not result in a significant increase in the probability or                  1 I
consequences of an accident previously evaluated.
The proposed changes are administrative only. There are no physical changes to the facility or its operation. All Limiting Conditions of Operation, Limiting Safety System Settings, and Safety Limits specified in the Technical Specification remain unchanged. Additionally, there are no changes in the Quality Assurance Program, Emrgency Plan, Security Plan, and Operator Training and Requalification Program.
Therefore, an increase in the probability or consequences of an accident previously evaluated cannot occur.

: 2. Operation of the Point Beach Nuclear Plant in accordance with the proposed amendments will net create the possibility of a new or different kind of accident
,          from any accident previously evaluated.
The proposed changes are administrative only. No changes to the facility structures, systems and components or their operation will result. The design and design basis of the facility remain unchanged. The plant safety analyses remain current and accurate.        i
          - No new or different failure mechanisms are introduced. Therefore, the possibility of a new or different kind of accident from any accident previously evaluated is not

: 3. Operation of the Point Beach Nuclear Plant in accordance with the proposed amendments does not involve a significant reduction in a margin of safety.
The proposed amendments are administrative only. All safety margins established through the design and facility license including the Technical Specifications remain unchanged. Therefore, all margins of safety are maintained.                          j I
