COMMITMEN7 70 PERFORM PERFORMANCE TESTING OF TEMPORARY APPENDIX R VENTILATION EOUIPMENT POINT BEACII N'JCLEAR PLANT UNITS 1 AND 2 in Point Beach Licenste Event Report LER 266/97 020-00, Wisconsin ELvtric committed to procure ponable vesitilation equipment, store it in appropriate plant locations, and develop plant procedures that would direct the use of this equipment to provide supplemental cooling for essential equipment rooms during Appendix R fire scenarios. This equipment has been procured, stored appropriately, and tested to verify its operation. Also, a calculation was prepared to conGrm that the portable ventilation fans and Hexible ductwork will provide adequate ventilation in the non tire areas to ensure equipment operability for achieving the Appendix R safe shutdown.

During a subsequent NRC inspection of Unit 2 Restart readiness conducted between the period May 19 . 9 and June 13,1997, Mr. David Butler of NRC Region 111 inquired regarding our intent to conduct performara testing for this portable ventilation equipment. We replied by committing to conduct appropriate perfonnance testing by August 30,1997. Because of the extended Unit 2 outage duration and the priority established for the safe restart of Unit 2, Wisconsin Electric has not had available resources to supnort that verbal commitment.
On August 21,1997, we participated in a telephone conference with NRC's Linda Gundrum, Dave Butler, Bob Shaw, and Steve West to discuss the expected scope of our planned performance testing. In summary, we proposed to conduct a test in the Cable Spreading Room to verify the airpow rate (s)from fans usedai input to the design calculation. During the performance test, the normal ventilation will be secured and thepow rate (s)from theSexible ductwork will bs measured. In addition, the test will provide a qualisative demonstration that the air distribution provided by Ihe portable ventilation system willprovide adequatepow to emure equipment operability. For each room identified in the calculation, we will conduct a walkdown to identify Appendix R equipment, its location, and its sensitivity to heat.
The performance test results will be consideredfor each roam.

Ilased on the general description of our proposed testing, the NRC participants in the telephone conference stated that it appeared to be appropriate. We agreed that the ventilation analyses and the test results would be available for future NRC inspection.
During the telephone conference, we also discussed postponing the ventilation perfonnance test beyond our original verbal commitment date. Upon review of the present scope of activities we expect that we can safely complete the necessary Cable Spreading Room performance tests and develop the qualitative criteria to vertfy the applicability ofthe Cable Spreading Room test to the remaining rooms by October 31,1997.
