This will acknowledge receipt of your July 11, 1985 letter to Mr. John B.

Martin that transmitted the scenario and objectives for the SMUD Annual Emergency Exercise to be held August 28, 1985.

On July 29, 1985, Mr. K.' Prendergast of my staff met with Mr. R. LeNeave and other members of your staff to discuss improvements to the scenario. During this meeting, Mr. LeNeave and other members of your staff clarified a number of issues that resulted from our review. At the conclusion of this meeting,-

minor _ changes were agreed to. These included, some changes in the method used to transmit significant information to the Shift Operators and the development of an orderly meth'od for terminating the exercise with the plant in a stable condition. It is our understanding that these changes-and any other changes made between now and the date of the exercise will be provided to the NRC team members prior to the exercise.

It is our conclusion that the scenario package with the'above agreed to changes is adequate to permit you to meet the exercise objectives contained.in_your May 28, 1985 submittal.
