==Dear Sir:==

Subjecti    Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289-Licensee Event Report (LER) No. 97-003, Revision 1 On February 24,1997, GPU Nuclear determined that the TMI l Make Up system suction piping and components may have been stressed beyond the piping and components design code allowable stresses per ANSI B31.1.-l%7. Subsequent engineering analyses determined that the Make Up system piping and components may have been degraded, but would be operable because the postulated stresses do not exceed the criteria of ASME Section III, Appendix F. Therefore, system integrity was not challenged.
The postulated overpressurization of the Make Up system piping and components was determined to be outside of the design basis for the plant and was reported by telephone to the NRC in accordance with 10              ,
CFR 50.72(b)(1)(ii)(B), and by letter dated March 26,1997, as required by 10 CFR 50.73(a)(2)(ii)(B)
Attached is Revision 1 of Licensed Event Report (LER) 9'7-003, which provides addit onali      nar,rative to improve the clarity of the LER and specifically addresses those details listed in our response to the Notice of Vblation identified in NRC Inspection Report 97-07.
This event did not adversely affect the health and safety of the public.
Please contact Adam Miller, TMI Licensing at (717) 948-8128 if you have any questions regarding this matter.
Sincerely, 9710070310 970929 g
