Dear Mr. Stolz:
Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 TMI-l Fire Brigade Training By letter dated October 30, 1985, GPUN was requested to provide confirmtion that three items concerning the training of personnel who my be used on THI-l and THI-2 fire brigades were included in the fire brigade training program.
The Fire Protection Training Program for Units 1 and 2 is GPUN Corporate Procedure 6210-ADM-2620.03, and is referenced in the TMI-l Fire Protection Plan, submitted January 7,1984 and the TMI-2 Fire Protection Plan, submitted Septeder 11, 1984 The plans include statements that the same personnel my serve as the fire brigade for both Unit 1 and Unit 2 per THI-l Technical Specification 6.2.2.g and TMI-2 Technical Specification 6.2.2.d only if the meders have received the appropriate unit specific training.
Completion of the Fire Protection Training Program is required for qualification as a unit brigade member. The program is applied to the unit brigades separately. The training received by brigade meders is unit specific. The three items of concern are addressed as follows:
(1) Individuals are cognizant of changes in each unit's fire protection plan, procedures, and equipmnt.
To be qualified for a unit brigade, Section 4.4-Fire Brigade Meder Initial Training and Section 4.5 Fire Brigade Retraining require a detailed review of fire fighting procedures and procedure changes, and a review of the latest plant modifications and changes in fire fighting plans. In accordance with both units' Fire Protection Plans, this training would be received for g both units before a person would be qualified to be on v the TMI-l and TMI-2 fire brigades, therefore the intent J'gl af itam (1) is met. 8 8

- . (2) Individuals participate in drills on both units.
. Section 6.2 requires personnel to attend and participate
'in at least two drills per year to remain qualified as a unit Fire Brigade Menber.
Both units' Fire Protection Plans include the
- requirement to participate in two drills per year for qualification. Thus, to be qualified in both units, a member vould have to participate in two drills per year in each' unit.
(3) Individuals are periodically evaluated on a schedule commensurate with current evaluation criteria (four drills / year, minimum of two drills / year for the two units). .
l The response to item (2) applies to this item.
Section 4.9.i requires an assessment of the brigade
. merbers' knowledge and conformance to procedures during drills, therefore, the ;ntent of item (3) is met.
We feel the above adequately addresses the three items of interest, therefore, this issue should be considered resolved, r
. Sincerely,
. D. H 11 Director, THI-l HDH/SM0/spb cc: J. Thone R. Conte 0428A
