Dear Mr. Tehan:

The Comrnission has issued enclosed Amendment No. 25 to Facility License No. R 95 for the Rhode Island Atomic Energy Commission (RIAEC). The amendment consists of a change to the Technical Specifications (TS)in response to the RIAEC submittal dated October 2,1997.

The amendment corrects an omission from a previous TS amendment.

A copy of the related safety evaluation supporting Amendment No. 25 is also enclosed.
