Dear Mr. Denton:

I The purpose of this letter is to transmit an updated set of relief j requests for Zion's Inservice Testing (IST) program and a single relief request for the Inservice Inspection (ISI) program. Commonwealth Edison j Company has performed an extensive review, during the last year, of the IST program at Zion Station. This review has resulted in a large number of

! program refinements which are reflected in the program revisions transmitted with this letter.

Reference (a) submitted Commonwealth Edison Company's ISI and IST programs for Zion's Second Ten-Year Interval. The NRC requested additional information in references (b) and (c). This information was supplied in references (d) and (e). In addition, Commonwealth Edison Company submitted Revision 1 to Zion's Second Interval ISI/IST program in reference (e).

. The NRC granted interim relief in reference (f) and directed Commonwealth Edison to follow the program submitted in references (a), (d),

and (e). This relief was valid until December 31, 1985 or the completion of the staff's detailed review.

Commonwealth Edison submitted additional information concerning the IST program in reference (g). Reference (g) completed our response to j reference (c).

l Reference (h) transmitted the NRC staff's SER concerning Zion's

proposed ISI program, as described in references (a), (d), and e).

Mr. H. R. Denton June 17, 1986 Attachment 2 to this letter contains Revision 2 to the Zion Station ISI/IST Second Interval Program. This proposed revision to the ISI program provides relief from hydrostatic pressure tests under IWA-5244(a) in the buried piping sections of the service water system. This relief has been previously submitted and approved for Zion's First Interval ISI program in references (i) and (j). Attachment 3 provides the revised ISI program pages that are affected by this relief request.

Attachments 4, 5 and 6 all provide the IST program refinements discussed above. These revisions are the result of extensive IST program review work performed by Zion Station and also as a result of commitments made in reference (g).

Attachment 4 contains revised responses to five questions originally contained in reference (c). The original responses were

~ dontained in reference (g). Attachment 5 contains all of the revised IST program pages and relief requests that have resulted from the above.

Attachment 6 provides a summary of the changes to the individual pages to aid in the review process. These IST program alterations are considered to be Revision 3 to Zion's ISI/IST Second Interval Program.

In accordance with 10 CFR 170, a check for $150.00 is enclosed.
