Attachment 1 is a safety evaluation report (SER) and a proposed transmittalletter prepared by the Reactor Systems Branch (SRXB), in the Division of Systems Safety and Analysis. The SER summarizes our review of the Reference 1 generic emergency procedures guidelines (EPGs) for Babcock and Wilcox (B&W) - designed nuclear steam supply systems (NSSSs). In the SER, we find that Reference 1 acceptably provides the accident mitigation strategy to be emboded within a B&W facility's EPGs and its emergency operating procedures (EOPs).

We propose that the Committee to Review Generic Requirements (CRGR) review be waived in accordance with the procedures in Reference 2 because staff review and approvalis based on voluntary licensee use of guidance the staff has previously accepted. (Reference 1 is being used by alllicensees operating B&W-designed nuclear steam supply systems to prepare and maintain plant-specific EPGs and EOPs.) g4 0

COMPLETION OF REVIEW OF THE BABCOCK & WILCOX (B&WOG)

I EMERGENCY OPERATING PROCEDURES GUIDELINES (TAC NO. M54946) 1 As you know, the B&WOG has supported an effort to develop and improve emergency operating procedures since immediately after the Three Mile Island accident. The resulting periodic updates to the emergency operating procedures technical bases document have been instrumental in providing improved guidance for operation of plants equipped with B&W nuclear steam supply systems. The B&WOG's efforts translate into a significant safety improvement and your continuing maintenance program helps assure that new knowledge will continue to be

. reflected in improved operator guidance.

The technical bases document is sufficiently developed that we believe there is no need for continuation of the generic review, Consequently, our attached safety evaluation report (SER) closed our generic review.

To our knowledge, there is only one issue where the staff dhagrees with your organization's conclusions - the use of reactor coolant system or reactor vessel level instrumentation. The technical basis document does not reference level instrumentation in the vendor-recommended emergency procedures guideline and the staff maintains this is required as part of the response to the Three Mile Island accident. We state in the attached SER that this may be addressed on a plant-spec fic basis. We have no further plans to address it on a generic basis. Further information is provided in Section 3.4.2 of the attached SER.
