This letter is in response to your November.i5,.1987'. letter concerning dual licensing. Since Duquesne Light. Company isinotL currently conducting a Unit No. 1:requalification program for.?those:

dual licensed personnel; who operate Unit No.12,fwe. understand.i.thati pursuant. to 10 CFR' 55.61(b)(3)', the NRC may revoke the Unit.No. 1 ,

licenses of all dual licensed personnel..

Not withstanding our desire to.. pursue',dualolicensing.of-SRO's to operate both Beaver Valley -Units at' some point'in1thel l

future,- we believe thate requiring . dual licensed --requalification training. for Unit No. 2 dual 111 censed ' personnel- unnecessarily complicates the training process. for- those individuals,with no offsetting advantage to them or the Company.'We... recognize:that this position is tantimount to stating that the' Unit No.'1' licenses ~~are'no .

longer needed by dual licensed individuals. . However,'weTalso;believe that this position reflects our' current practice until permission to; utilize our licensed personnel in a dual ulicensed! capacity is.

resolved with the NRC. '

.At such: time. as resolution of: the dual-licensing issue is reached, we- intend to request :that our dual license candidates be examined by the NRC on the differences:between the Units (on such other basis as.the NRC may considertappropriate),

and on that basis, the Unit No. 1 licenses'could be' reinstated.-
