initial startup testing of Unit 1 effluent monitors in accordance with IPEPO4-ZY-0043, "Process and Effluent Monitors Initial Startup." The test results were reviewed for power levels of 0 and 30 percent. All 45 Unit 1 process and effluent detectors passed the acceptance criteria of the test; therefore, verifying the satisfactory performance of the Unit 1 process and effluent detectors. The licensee's release permit programs and unit vent monitoring program appeared to be implemented in accordance with TS requirement The NRC inspector reviewed the licensee's response te ie NRC Inspection and Enforcement Bulletin No. 80-10.
