Gentlemen:

This refers to the inspection conducted by Messrs. L. E. Ellershaw,

L. D. Gilbert, and R. G. Taylor of this office during the period May 2-6, 1988,

of activities authorized by NRC Operating License NPF-76 and Construction

. Permit CPPR-129 for the South Texas Project, Units 1 and 2, and to the -

discussion of our findings with Mr. J. T. Westenneier and other members of your >

'

staff on May 6,1988.  ;

Areas examined during the inspection included a review of preoperational

quality assurance program, nondestructive examinations, and control of

measurement and test equipment for Unit 2. Within these areas, the inspection

consisted of selective examiration of procedures and representative records,

interviews with personnel, and observations by the NRC inspectors. The

'

inspection findings are documented in the enclosed inspection report.

l Within the scope of the inspection, no violations or deviations were

i identified.
