ENCLOSURE 1 NOTICE OF VIOLATION Florida Power and Light Company Docket No. 50-389 St. Lucie Unit 2 License ."o. NPF-16 The following violation was identified during an inspection conducted on June 11 - July 8,1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50, Appendix B, Criterion V, as ' implemented by section 5.0 of FP&L Topical Quality Assurance Report, requires, in part, that activities affecting quality be prescribed by documented instructions, procedures and drawings and shall be accomplished in accordance with these instructions,

' procedures and drawing Contrary to the above, plant modifications were performed on Unit 2 in 1984 per plant change / modification (PC/M)-015-283 which added redundant over-current devices to electrical distribution systems to comply with NRC Regulatory Guides 1.63 and 1.75. The addition of these devices resulted in some safety-related relays no longer being testable with the unit at powe On June 26, 1985, an attempt was made to perform Operating Procedure (0P)

2-0400053, Engineered Safeguards Relay Test, for Semi-annual Surveillanc The PC/M did not modify the procedures to prevent testing of certain relay This resulted in a plant transient that almost tripped the reacto This is a Severity Level V violation (Supplement I).
