Gentlemen:

This refers to the inspection conducted by Mr. J. R. Boardman of this office

during the period December 2-6, 1985, of-activities authorized by NRC Operating

License NPF-26 for the Waterford Steam Electric Station, Unit 3,.and to the

discussion of our findings with members of'your staff at the conclusion of the

inspection.

. Areas examined during the inspection included review of the licensee

l maintenance program and nonlicensed staff training. Within these areas, the

inspection consisted of selective examination of~ procedures and representative

'

records, interviews with personnel, and observations by the inspector. These  !

, findings are documented in the enclosed inspection report.

i ,

! During this inspectien, it was found that certain of your activitie's were in

l violation of NRC requirements. Consequently, you are required to respond to

the violation, in writing, in accordance with the provisions of Section 2.201

,

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice of

l

Violation enclosed with this letter.

The response directed by this letter and the accompanying Notice is not subject

j to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL-96-511.
