SUBJECT: NRC INSPECTION REPORT 050-00133/15-007

Dear Mr. Halpin:

This refers to the inspection conducted on February 10-12, 2015, at your permanently shut down Humboldt Bay Power Plant, Unit 3 facility. The purpose of the inspection was to determine whether decommissioning activities were being conducted safely and in conformance with the U.S. Nuclear Regulatory Commission (NRC) requirements. The results of the inspection were discussed with members of your staff at the conclusion of the onsite inspection on February 12, 2015.

During this inspection, NRC staff examined activities conducted under your license as they relate to public health and safety to confirm compliance with the Commission's rules and regulations, and with the conditions of your license. Within these areas, the inspection consisted of selected examination of procedures and representative records, observations of activities, and interviews with personnel. The enclosed report presents the results of this inspection. No violations were identified, and no response to this letter is required.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice and Procedure," a copy of this letter, its enclosure, and your response, if you choose to provide one, will be made available electronically for public inspection in the NRC Public Document Room or from the NRC's document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
