ONEI-0400-51 Rev 28 Page 4 of 33 Oconee 2 Cycle 24 1.0 Error Adjusted Core Operating Limits The Core Operating Limits Report for 02C24 has been prepared in accordance with the requirements of TS 5.6.5. The core operating limits within this report have been developed using NRC approved methodology reports identified in References 1 through 11. See the discussion below pertaining to References 2 through 8.

02C24 is the first reload of the AREVA Mark-B-HTP fuel design. Revisions to seven NRC-approved Duke methodology reports (References 2 through 8) were submitted to NRC for review and approval to support the transition to the Mark-B-HTP fuel. These revisions were combined into one new methodology report, DPC-NE-2015-P, "Mark-B-HTP Fuel Transition Methodology". The DPC-NE-2015-P methodology report was approved by the NRC ina Safety Evaluation Report (SER) dated October 29, 2008. This SER allows Duke to incorporate the NRC's previously reviewed &approved HTP-related changes into References 2 through 8.

The core operating limits have been developed using the methodologies from the existing References 2 through 8 with the NRC-approved changes resulting from the NRC approval of the DPC-NE-2015-P report.

The RPS protective limits and maximum allowable setpoints are documented in References 12 through 14. These limits are validated for use in 02C24 by References 15 through 17. The 02C24 analyses assume a design flow of 108.5% of of 88,000 gpm per RCS pump, a radial local peaking (FAh) of 1.714, and an axial peaking factor (Fz) of 1.5.

The error adjusted core operating limits included in section 1 of the report incorporate all necessary uncertainties and margins required for operation of the 02C24 reload core.
