SUMMARY

OF AUGUST 28, 2018, MEETING WITH THE NATIONAL ORGANIZATION OF TEST, RESEARCH, AND TRAINING REACTORS On August 28, 2018, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the National Organization of Test, Research, and Training Reactors (TRTR) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland, via teleconference. The purpose of this meeting was to discuss NRC personnel changes, rulemaking, licensing, oversight, upcoming meetings, and other items of interest to the TRTR community. The meeting notice and agenda, dated August 17, 2018, are available in the Agencywide Documents Access and Management System at Accession No. ML18229A207. A list of attendees is provided as an enclosure. The following is a description of the topics covered by the NRC staff and the TRTR community.

Personnel Changes: The Office of Nuclear Reactor Regulation has a new Director, Ho Nieh.

He had previously been the Deputy Director for the Division of Licensing Projects (formerly known as Division of Policy and Rulemaking), and he is familiar with research and test reactors (RTRs). He recently worked for the Nuclear Energy Agency on international activities.

Interoffice Activities: Hipolito Gonzales, Branch Chief of the Materials Safety Licensing Branch, in the Office of Nuclear Material Safety and Safeguards, presented information about a petition for rulemaking to address incidential byproduct material created by irradiation services provided by research reactors. He discussed whether the RTR community could enhance the understanding of the NRC scope of such irradiations.

Licensing: Anthony Mendiola discussed the options for licensed operators to reactivate their licenses when their facility has been shut down for a significant period of time. He outlined the specific requirements for RTR licensed operators pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 55.53(e) and 10 CFR 55.53 (f). In the past, licensed operators have gone to nearby RTR facilities to reactivate their licenses. There were comments about these regulatory requirements indicating the need for additional discussions.

Oversight: Anthony Mendiola and Elizabeth Reed addressed the Enhanced Weapons/Security Event Notification Rule, for which the Federal Register Notices and Regulatory Guides are publicly available on www.regulations.gov under NRC-2009-0096. Only the Security Event Notification Rule applies to RTRs. The 10 CFR Part 74 rule does not impact RTRs and there is a 180-day implementation period.

Meetings relevant to the interests of the TRTR community:

• October 28-November 2, 2018, TRTR Annual Conference, will be hosted by the Rhode Island Nuclear Science Center, in Newport, Rhode Island, at the Newport Marriott.

• The final 2018 TRTR Executive Committee Teleconference is scheduled for Tuesday, November 27, 2018.
