PRAIRIE ISLAND NUCLEAR GENERATING PLANT Dockets No. 50-282 and Nol QO-3ve)

In response to your letter of February 1, 1979, which transmitted Inspection Reports 50-282/78-23 and 50-306/78-23, the following information is offered:

Infraction Section 6.5. A of the Technical Specifications requires that detailed written procedures, including applicable checkof f lists .and instructions covering testing require =cata that could have an effect on nuclear safety, shall be prepared and followed.

Contrary to the above, on November 30, 1978, during relay testing on Unit 2, an electrical jumper that had not been identified to be required by procedure BT-256 was applied without obtaining proper review and approval.

Response

Preventive Maintenance Procedures for Safeguards Buses are presently being rewritten to include detailed test procedures and checkoff lists to be used by relay test personnel. These procedures will comply with Technical Specification 6.5.As,and plant directives covering bypass controls.

Procedures perta[nkpg to preventive maintenance to be performed on 4160 volt b'uses during the Unit 1 outage scheduled for April,1979, will be completed before then. Procedures covering the remaining buses should be completed by the end of 1979.

Personnel involved in Safeguards Bus Maintenance will review these procedures prior to actual accomplishment.
