Dear Mr. Stolz:

The Davis-Besse Nuclear Power Station Unit No. 1 Technical Specifi-cations, Surveillance Requirement 4.6.5.1.d.4 require that we " Verify that each system produce a negative pressure of greater than or equal to 0.25 inches of water in the annulus within 12 seconds after a start signal (is applied to the Emergency Ventilation System.)" Thir Tech-nical Specification was written to assure that the Emergency Ventilation System boundary does not leak more there than the fans are - pable of removing following a LOC /.. It was not written for us to test the starting time of the fans or the valve operating times, as there is a separate Technical Specification 4.3.2.1.3. which checks the SFAS response times. Technical Specification 4.6.5.1.d.4 was written to test the draw down time after 8000 CFM flow was established in the Emergency Ventilation System fans. A strict interpretation of this Technical Specification as it is now written would require that valve and damper operating times plus the fan start time occur in the 12 second response time.

It is therefore requested, as an emergency request, that the change as shown on Attachment 1 be made to the Davis-Besse Nuclear Power Station Unit No. 1 Technical Specifications. Attachment 2 gives the Safety Evaluation for this change to the Technical Specifications.
