In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) APPENDIX R EXEMPTIONS (TAC NOS. 61124, 61125, AND 61126)

In letters to NRC dated January 31, 1986, November 21, 1986, and May 26, 1987, TVA provided or amended exemption requests that are part of the 10 CFR-50 Appendix R compliance program. The requested exemptions have been designated (a) through (1) in the above correspondence. Additionally, an exemption dealing with the fire barriers in and around the Reactor Mater Cleanup rooms has been discussed in detail with the staff.

After further consideration, TVA has chosen to withdraw the following exemptions: '(g) Exemption for Intake Pumping Station and (j) Exemption for Cable Tunnel. Also, we have decided not to pursue the Reactor Water Cleanup room exemption discussed above. TVA will undertake the necessary modifications or technical evaluations to eliminate the need for these exemptions. Therefore, TVA hereby withdraws exemptions (g) and (j) that were requested in our letter of November 21, 1986. Enclosure 1 is a status list of the exemptions that have been discussed.

In meetings with the staff on Appendix R, we have discussed the issue of NFPA Code compliance for fire protection features used to protect Appendix R safe shutdown equipment. Browns Ferry has some fire protection features which were previously approved by NRC as part of the Browns Ferry Fire Recovery Plan which do not meet NFPA Code. TVA recognizes the need to enhance these systems and is developing a plan for achieving overall Code compliance. As stated in the BFN Nuclear Performance Plan (NPP) Volume 3, Revision 1, this plan will be completed before the restart of unit 2 from the present. refueling outage (cycle 5). Specifically, however, the automatic sprinkler systems in the unit 2 reactor building will be upgraded before the end of the next unit 2 refueling outage (cycle 6). The sprinkler systems in units 1 and 3 reactor buildings will be upgraded before the end of their current outages.
