By letter dated August 2,2012, South Carolina Electric and Gas Company (SCE&G) submitted revisions to its Physical Security Plan, Training and Qualification Plan and Safeguards Contingency Plan for the VCSNS, Unit 1. The U.S. Nuclear Regulatory Commission staff is currently reviewing the submittals to ensure compliance with Title 10 of the Code of Federal Regulations, Section 50.54(p)(2) and has determined that additional information, as identified in the enclosure, is needed to complete its review. Please provide the additional information within thirty (30) days of the date of this letter. SUMMER NUCLEAR STATION, UNIT 1 SOUTH CAROLINA ELECTRIC AND GAS COMPANY By letter dated August 2, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12216A318, South Carolina Electric & Gas Company (the licensee) submitted the Virgil C. Summer Nuclear Station, Unit 1 (VCSNS) Physical Security Plan (PSP), Training and Qualification Plan (T&QP), and Safeguards Contingency Plan (SCP), Revision 9. The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure.

The U.S. Nuclear Regulatory Corn mission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(p)(2).

The NRC staff has determined that the additional information requested below is needed to complete its review. In Sections 14.1, 14.4.6, and 22.1, the licensee commits to using Revision 1 of Regulatory Guide (RG) 5.66 to satisfy the requirements of 10 CFR 73.56. However, the latest revision of RG 5.66 is Revision 2. Which revision of RG 5.66 is the licensee using to satisfy the reqUirements of 10 CFR 73.56? Additionally, the licensee should make appropriate changes during the next revision of the site's PSP to ensure the revision of RG 5.66 is correct in accordance with 10 CFR 73.55(b)(7). In Section 14.4.4, the licensee describes vehicle searches at the protected area. The language in this section was changed to account for Security Frequently Asked Question (SFAQ) 12-06. However, the language in the PSP does not match the resolution to SFAQ 12-06. Describe how the site meets the requirements of 10 CFR 73.55(h)(3)(i) for armed security officers described in Section 14.4.4 of the PSP. Additionally, the licensee should make appropriate changes during the next revision of the site's PSP to ensure the language clearly describes the searches at the protected area in accordance with 10 CFR 73.55(c)(3). In Section 7 of the SCP, the licensee describes the OCA vehicle checkpoint.

It is unclear from the language whether the OCA vehicle checkpoint meets the requirements of 10 CFR 73.55(h)(2)(iii) and (h)(2)(v).

Describe the OCA vehicle checkpoint and how it meets the requirements of 10 CFR 73.55(h)(2)(iii) and 10 CFR(h)(2)(v).

Additionally, the licensee should make appropriate changes during the next revision of the site's SCP to ensure the language clearly describes the OCA vehicle checkpoint in accordance with 10 CFR 73.55(c)(5).

Enclosure In Section 7 of the SCP, the licensee describes illumination and alternative technology used for protected area assessment at VCSNS. Describe by whom and where the assessment occurs for the use of alternative technology and/or illumination at the protected area perimeter in accordance with 10 CFR 73.55(e)(7)(i)(C) and 73.55(i)(2).

Additionally, the licensee should make appropriate changes during the next revision of the site's SCP to ensure the language clearly describes by whom and where the assessment occurs for the PA perimeter in no-light or low light conditions in accordance with 10 CFR 73.55(i)(6)(iii).
