There were no Level 1 Findings identified for the State of Illinois or the Counties of Kankakee, Grundy and Will. Two Level 2 Findings were identified and successfully re-demonstrated for the State of Illinois. One Level 2 Finding was identified and successfully re-demonstrated for Kankakee County. There were no Level 2 Findings identified for the Counties of Grundy and Will. There were three Plan Issues identified for both Kankakee and Will Counties from the Braidwood Station Radiological Emergency Preparedness Hostile Action Based Exercise held on November 19, 2014. For both Counties, one Plan Issue was resolved during the revision of plans and procedures; another was resolved during the exercise.
Both Kankakee and Will Counties have one remaining Plan Issue open which will be resolved with the December 31, 2016 revisions of plans and procedures. The State of Illinois had one Plan Issue identified from the Braidwood Station Radiological Emergency Preparedness Hostile Action Based Exercise held on November 19, 2014, which was resolved during the revision of plans and procedures.
There were two new Plan Issues identified for the State of Illinois, with estimated completion dates of December 31, 2016. There were no new Plan Issues identified for the Counties of Kankakee, Grundy and Will. Based on the results of the exercise, the planning and preparedness for the State of Illinois and affected local jurisdiction provide reasonable assurance that appropriate measures can be taken to protect public health and safety. Therefore Title 44 CFR Part 350 approval of the offsite radiological emergency response plans and preparedness for the State of Illinois remain in effect. SUMMARY
On April 6, 2016, a Radiological Emergency Preparedness (REP) Full-Participation Plume Exposure Pathway Exercise evaluation was conducted by the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) for the 10-mile Emergency Planning Zone (EPZ) around the Braidwood Station. The purpose of the exercise was to assess the capabilities of the State and local preparedness in responding to a radiological emergency.
This exercise was held in accordance with DHS/FEMA's policies and guidance concerning the exercise of State and local Radiological Emergency Response Plans (RERPs) and procedures.
The most recent exercise at this site was conducted on November 19, 2014. The qualifying emergency preparedness exercise was conducted on November 6, 1985. DHS/FEMA wishes to acknowledge the efforts of the many individuals who participated in this exercise.
In the State of Illinois, the counties of Will, Kankakee, and Grundy participated along with State Government.
Protecting the public health and safety is the full-time job of some of the exercise participants and an additional assigned responsibility for others. Still others have willingly sought this responsibility by volunteering to provide vital emergency services to their communities.
Cooperation and teamwork on the part of all the participants were evident during this exercise.
This After Action Report (AAR) contains the evaluation of the biennial exercise and the evaluation of the following out-of-sequence interviews and activities:
- Medical Services Transportation and Hospital evaluation at the Silver Cross Hospital
- Reception Center and Congregate Care Interview at the Pontiac Township High School
- Protective Actions for Schools (EV-2) for the Reed -Custer Community School District #225
- Protective Actions for Schools (EV-2) for the Mazon/Verona/Kinsman (MVK) School District Except where noted in this report, the State and local organizations demonstrated knowledge of, and adequately implemented, their emergency response plans and procedures.
There were no Level 1 Findings identified for the State of Illinois or the Counties of Kankakee, Grundy and Will. Two Level 2 Findings were identified and successfully re-demonstrated for the State of Illinois.

-EXERCISE BASIS On December 7, 1979, the President directed FEMA to assume the lead responsibility for all offsite nuclear planning and response.
DHS/FEMA's activities are conducted pursuant to Title 44 of the Code of Federal Regulations (CFR) Parts 350 "Review and Approval of State and Local Radiological Emergency Plans and Preparedness", 351 "Radiological Emergency Planning and Preparedness" and 352 "Commercial Nuclear Power Plants: Emergency Preparedness Planning" (Commonly referred to as 44 CFR 350 through 352). These regulations are a key element in the Radiological Emergency Preparedness (REP) Program that was established following the Three Mile Island Nuclear Station accident in March 1979. FEMA Regulation 44 CFR 350 establishes the policies and procedures for DHS/FEMA's initial and continued approval of State and local governments' radiological emergency planning and preparedness for commercial nuclear power plants. This approval is contingent, in part, on State and local governments' participation in joint exercises with licensees.
DHS/FEMA's responsibilities in radiological emergency planning for fixed nuclear facilities include the following:
Taking the lead in offsite emergency planning and in the review and evaluation of Radiological Emergency Response Plans (RERP) and procedures developed by State and local governments;
- Determining whether such plans and procedures can be implemented on the basis of observation and evaluation of exercises of the plans and procedures conducted by State and local governments;
- Responding to requests by the U.S. Nuclear Regulatory Commission (NRC) pursuant to the Memorandum of Understanding between the NRC and FEMA dated June 17, 1993 (Federal Register, Vol. 58, No. 176, September 14, 1993); and
- Coordinating the activities of Federal agencies with responsibilities in the radiological emergency planning process: U.S. Department of Agriculture; U.S. Department of Commerce; U.S. Department of Energy; U.S. Department of Health and Human Services; U.S. Department of the Interior; U.S. Department of Transportation; U.S. Environmental Protection Agency; U.S. Food and Drug Administration; and U.S. Nuclear Regulatory Commission.
Representatives of these agencies serve on the DHS/FEMA Region V Regional Assistance Committee (RAC), which is chaired by DHS/FEMA.
7 Unclassified Radiological Emergency Preparedness Program (REP) After Action Report/Improvement Plan Braidwood Station Formal submission of the RERPs and procedures for the Braidwood Station to FEMA Region V by the State of Illinois and involved local jurisdictions occurred on November 6, 1985. Formal approval of these RERPs was granted by FEMA on April 15, 1988, under 44 CFR 350. A REP Full-Participation Plume Exposure Pathway Exercise was conducted on April 6, 2016, and evaluated by DHS/FEMA to assess the capabilities of State and local offsite emergency preparedness organizations in implementing their RERPs and procedures to protect the public health and safety during a radiological emergency involving the Braidwood Station. The purpose of this After Action Report (AAR)/Improvement Plan (IP) is to present the exercise results and findings based on the performance of the Offsite Response Organizations (OROs) during a simulated radiological emergency.
The findings presented in this AAR/IP are based on the evaluations of the Federal evaluation team, with final determinations made by the DHS/FEMA Region V RAC Chairperson, and approved by the DHS/FEMA Headquarters.
The criteria utilized in the FEMA evaluation process are contained in:
- NUREG-0654/FEMA-REP-1 Rev. 1 "Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants," November 1980;
- FEMA Radiological Emergency Preparedness:
Exercise Evaluation Methodology; as published in the FEMA Radiological Emergency Preparedness Program Manual, dated January 2016. Section 1 of this report, entitled "Exercise Overview", presents information pertaining to the team that planned and coordinated the exercise.
This section also provides listing of all participating jurisdictions and functional entities that were evaluated.
Section 2 of this report, entitled "Exercise Design Summary", contains the purpose and design of the exercise, a description of the plume pathway EPZ and presents basic information and data relevant to the exercise scenario.
Section 3 of this report, entitled "Analysis of Capabilities," presents detailed information on the demonstration of applicable exercise criteria at each jurisdiction or functional entity evaluated in a jurisdiction-:
based, issues-only format. This section also contains:
(1) descriptions of all Level 1 Findings and Level 2 Findings (if any) assessed during this exercise, recommended corrective actions, and the State and local governments' schedule of corrective actions, if applicable, for each identified exercise issue; and (2) descriptions of unresolved Level 2 Findings assessed during previous exercises and the status of the OROs' efforts to resolve them. 8 Unclassified Radiological Emergency Preparedness Program (REP) After Action Report/Improvement Plan Braidwood Station Section 4 of this report, entitled "Conclusion" presents the DHS/FEMA summary of overall exercise conduct and results as evaluated against the requirements of 44 CFR 350. EPZ DESCRIPTION The Braidwood Station is located on a 4, 162 acre site in Reed Township in southwest Will County, two miles south of Braidwood, Illinois, and three miles west of the Kankakee River. The station site is relatively flat with an elevation of 589 feet above sea level. The population distribution in the 10-mile Emergency Planning Zone (EPZ) surrounding the Braidwood Station is relatively low. The 2010 census total population data is 39,719 persons living in the following protective action Sub-Areas 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15 and 16 included within the 10-mile EPZ. The primary land use around the Braidwood Station is agriculture, with cash grain crops of corn and soybeans.
The closest industries are located in the communities of Wilmington, Gardner, and Coal City. There are six recreational facilities in the EPZ which can accommodate between 1000 and 3000 people each. Major transportation facilities in the Braidwood Station EPZ are limited to Interstate 55, which passes one and one-half (1 Yz) miles west of the Station itself, and five railroads.

SUMMARY
2.1 Exercise Purpose and Design The DHS/FEMA Region V Radiological Emergency Preparedness (REP) Program Staff evaluated the Braidwood Station Full-Participation Plume Exposure Pathway REP Exercise conducted on April 6, 2016, to assess the capabilities of local emergency preparedness organizations in implementing their Radiological Emergency Response Plans (RERP) and procedures to protect the public health and safety during a radiological emergency involving the Braidwood Station. The purpose of this report is to present the results and findings on the performance of the Offsite Response Organizations (OROs) during a simulated radiological emergency.
2.2 Exercise Objectives, Capabilities and Activities Exercise objectives and identified Capabilities/REP Criteria selected to be demonstrated are discussed in Appendix G "Extent-of-Play." The Exercise Planning Team (EPT) selected objectives that focus on evaluating emergency response procedures, identifying areas for improvement, and fostering collaboration between the various OROs and stakeholders.
This exercise focused on the following objectives:
- ORO demonstration of effective Emergency Operations Management;
- ORO demonstration of effective Protective Action Decision Making;
- ORO demonstration of effective Protective Action Implementation;
- ORO demonstration of effective Field Measurement and Analysis; ORO demonstration of effective Emergency Notification and Public Information;
- ORO demonstration of effective Support Operations and Facilities.
15 Unclassified Radiological Emergency Preparedness Program (REP) After Action Report/Improvement Plan Braidwood Station 2.3 Scenario Summary Appendix H "Offsite Timeline," contains a summary of the Exercise Scenario, a simulated sequence of events that was used as the basis for invoking emergency response actions by OROs in the Braidwood Station REP Full-Participation Plume Exposure Pathway Exercise on April 6, 2016. Results of a technical review of the scenario, submitted on February 5, 2016, indicate that the scenario was adequate to support demonstration ofDHS/FEMA requirements, as well as criteria selected by the Offsite Response Organizations provided in the State's November 10, 2015, January 7, 2016, February 19, 2016 and February 24, 2016 extent-of-play submissions.
The Exercise Scenario submitted by the State of Illinois and the Exelon Corporation and play submission by the State of Illinois were accepted by DHS/FEMA Region Von March 1, 2016. During the exercise, in addition to information and data provided through the Braidwood Station onsite scenario, controllers from the State of Illinois provided "inject messages" containing scenario events and/or relevant data to those persons or locations who would normally receive notification of such events. These inject messages were the method used for invoking additional specific response actions by OROs. 16 Unclassified Radiological Emergency Preparedness Program (REP) After Action Report/Improvement Plan Braidwood Station SECTION 3: ANALYSIS OF CAPABILITIES 3.1 Exercise Evaluation and Results Contained in this section are the results and findings of the evaluation of all jurisdictions and functional entities that participated in the April 6, 2016, Full-Participation Plume Exposure Pathway REP Exercise to test the off-site emergency response capabilities of State and local governments in the 10-mile EPZ surrounding the Braidwood Station. Each jurisdiction and functional entity was evaluated based on its demonstration of exercise criteria delineated in the FEMA REP Program Manual, dated January, 2016. Detailed information on the exercise criteria and the extent-of-play agreement used in this exercise are found in Appendix G of this report. Presented below are definitions of the terms used in this report relative to the criteria demonstration status:
- M-Met: The status of a REP exercise Evaluation Area Criterion indicating that the participating ORO demonstrated all demonstration criteria for the Evaluation Area Criterion to the level required in the extent-of-play agreement with no Deficiencies, Areas Requiring Corrective Action (ARCA) or Plan Issues assessed in the current exercise and no unresolved prior ARCAs.
- LI -Level 1 Finding: An observed or identified inadequacy of organizational performance in an exercise that could cause a finding that offsite emergency preparedness is not adequate to provide reasonable assurance that appropriate protective measures can be taken in the event of a radiological emergency to protect the health and safety of the public living in the vicinity of a nuclear power plant.
- L2 -Level 2 Finding -An observed or identified inadequacy of organizational performance in an exercise that is not considered, by itself, to adversely impact public health and safety. Listing of the demonstrated exercise criteria under which one or more Level 2 Findings was/were assessed during the current exercise or Level 2 Findings assessed during prior exercises remain unresolved.
Included is a description of any Level 2 Findings assessed during this exercise and the recommended corrective action to be demonstrated before or during the next biennial exercise.
- P -Plan Issue -An observed or identified inadequacy in the ORO's emergency plan or implementing procedures, rather than in the ORO's performance.
- N -Not Demonstrated

3.2 Summary Results of Exercise Evaluation The matrix presented in Table 3 .1, on the following pages, presents the status of all exercise criteria from the FEMA REP Program Manual, dated January, 2016, which were scheduled for demonstration during this exercise by all participating jurisdictions and functional entities.
The criterion status box is blank if it was not scheduled for demonstration.
This subsection provides information on the evaluation of each participating jurisdiction and functional entity in a jurisdiction-based, issues-only format. The DHS/FEMA has developed a standardized system for numbering exercise issues. This system is used to achieve consistency in numbering exercise issues among DHS/FEMA Regions and site-specific exercise reports within each Region. It also is used to expedite tracking of exercise issues on a nationwide basis. The identifying number of Level 1 Findings, Level 2 Findings, and Plan Issues includes the following elements, with each element separated by a hyphen(-).
- Plant Site Identifier-A two-digit number, corresponding to the Utility Billable Plant Site Code (06 for the Braidwood Station).
- Exercise Year -The last two digits of the year the exercise was conducted.

RAFT Blue and Orange teams relinquished samples to the Contamination Control Unit located at the Unified Area Command. RAFT Blue and Orange teams did not utilize a chain-of-custody form to transfer samples from the teams to the Sample Collection staff at the Contamination Control Unit. Procedures did not address a of-custody form. POSSIBLE CAUSE: Procedure writers may have been unaware that a chain-of-custody was required when transferring samples.

Numerous samples obtained following a nuclear incident would likely overwhelm a single laboratory, thus requiring distribution of samples to a variety of private and governmental laboratories.
A chain-of-custody is required by laboratories to assure reliability of reported results. Proof of a custody is required when the sample evidence that is sought to be introduced at trial is not unique or where the relevance of the evidence depends on its analysis after obtaining the sample. A proper chain-of-custody requires three types of testimony:

(2) testimony of continuous possession by each individual who has had possession of the evidence from the time it is obtained until the time it is presented in court or to a laboratory; and (3) testimony by each person who has had possession that the particular sample remained in substantially the same condition from the moment one person took possession until the moment that person released the sample or evidence into the custody of another (for example, testimony that the sample or evidence was stored in a secure location where no one but the person in custody had access to it). The exercise criteria, contained in the FEMA Radiological Emergency Preparedness (REP) Program Manual (January 2016), represent a functional translation of the planning standards and evaluation criteria REP-1, Revl, "Criteria for the Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support ofNuclear Power Plants," November 1980. Because the exercise criteria are intended for use at all nuclear power plant sites, and because of variations among offsite plans and procedures, an Extent-of-Play agreement is prepared by the State and accepted by DHS/FEMA to provide Evaluators with guidance on expected actual demonstration of the criteria.

61 Unclassified Radiological Emergency Preparedness Program (REP) After Action Report/Improvement Plan Braidwood Station STATE OF ILLINOIS EXTENT OF PLAY AGREEMENT FOR THE BRAIDWOOD NUCLEAR POWER STATION EXERCISE April 6th, 2016 Criteria that can be re-demonstrated immediately for credit, at the discretion of the evaluator, include the following:
3.a.l, 3.b.l, 3.d.l, 6.a.l, 6.b.l, 6.c.l and 6.d.l. Criteria that may be demonstrated, as approved on a case-by-case basis by the Chairperson of the Regional Assistance Committee, include the following:
2.a.l, 2.b.l, 2.b.2, 3.d.2, 5.a.l and 5.b.l. NOTE: If the exercise scenario, or related exercise play, does not prompt specific related actions, individual criteria may be addressed through a functional interview or alternative scenario-driven task demonstration.
When utilized, this process will be done in a manner not to disrupt or interfere with normal exercise play. EVALUATION AREA 1 -EMERGENCY OPERATIONS MANAGEMENT Criterion 1.a.1: OROs use effective procedures to alert, notify and mobilize emergency personnel and activate facilities in a timely manner. The State Emergency Operations Center (SEOC), the IEMA Communications Center (Initial Warning Point), and the Radiological Emergency Assessment Center (REAC), will be activated.
The IEMA Emergency Response Telecommunicator will implement procedures for notification of IEMA staff as defined in IEMA SOPs. The SEOC will be fully activated with IEMA personnel.
REAC will be fully activated.
Rosters will be provided to demonstrate 24-hour staffing of the SEOC and REAC. The evaluator will not be allowed to remove the rosters. The Unified Area Command (UAC) will be activated at (the former) Dwight Correctional Facility (confirmed).
Radiological Assessment Field Team (RAFT) will be co-located with the UAC at (the former) Dwight Correctional Facility (confirmed).
IEMA personnel will be prepositioned in the local area and dispatched to the County EOCs, UAC, EOF, Technical Support Center (TSC) and the JIC. State JIC personnel will be located in Warrenville as well as the PIO and support staff being located at the SEOC. FEMA will not evaluate the TSC. An actual phone call will be made to the FEMA Duty Officer advising him/her of the situation at Braidwood Station. Follow up calls to FEMA will be simulated.
The prepositioned State staff will begin exercise play no earlier than the Alert. 62 Unclassified Radiological Emergency Preparedness Program (REP) After Action ReporUlmprovement Plan Braidwood Station Criterion 1.b.l: Facilities are sufficient to support the emergency response.
This criterion will not be demonstrated during this exercise.
Criterion 1.c.1: Key personnel with leadership roles forthe ORO provide direction and control to that part of the overall response effort for which they are responsible.
The ability to direct and control emergency response activities will be demonstrated at the SEOC, REAC, UAC and JIC. Coordination will be demonstrated between the SEOC, REAC, UAC, JIC, EOF and the County EOCs. Criterion 1.d.l: At least two communication systems are available, at least one operates properly, and communication links are established and maintained with appropriate locations.
Communications capabilities are managed in support of emergency operations.
IEMA will use a variety of communication systems [Nuclear Accident Reporting System (NARS), telefax, commercial telephone, cellular phone, radio] to communicate with other organizations and locations.
Criterion 1.e.1: Equipment, maps, displays, dosimetry, potassium iodide (KI) and other supplies are sufficient to support emergency operations.
The State of Illinois will demonstrate the use of equipment, maps and displays to support emergency operations.
Dosimetry Control Officer (DCO) logs will be available from an IEMA Radiological Advisors in the Will County EOC. A DCO briefing/Traffic and Access Control (TAC) interview will be conducted by the Illinois State Police on April 5th, at 9:00 a.m. (confirmed) at the ISP District 21 Headquarters.
During this event, the availability of dosimetry will be demonstrated.
No more than 10% ofISP District 21 dosimetry kits will be inspected during the interview to confirm serial numbers. EVALUATION AREA 2 -PROTECTIVE ACTION DECISION MAKING Criterion 2.a.1: OROs use a decision-making process, considering relevant factors and appropriate coordination, to ensure that an exposure control system, including the use of KI, is in place for emergency workers including provisions to authorize radiation exposure in excess of administrative limits or protective action guides. The ability to make the decision to recommend the use of KI to emergency workers will be demonstrated, or addressed via interview in REAC depending on exercise play. 63 Unclassified Radiological Emergency Preparedness Program (REP) After Action Report/Improvement Plan Braidwood Station Criterion 2.b.l: Appropriate protective action recommendations are based on available information on plant conditions, field monitoring data and licensee and ORO dose projections, as well as knowledge of on-site and off-site environmental conditions.
REAC will evaluate the licensee information and complete independent dose projections based on that information and simulated field monitoring data. REAC will make an evaluation of the data and make a protective action recommendation (PAR) to the SEOC. Criterion 2.b.2: A decision-making process involving consideration of appropriate factors and necessary coordination is used to make protective action decisions (PADs) for the general public (including the recommendation for the use of KI, if ORO policy). The coordination to determine protective action recommendations (P ARs) based upon all relevant factors will be demonstrated between the SEOC and REAC. The State PAR will be transmitted to Will, Kankakee and Grundy Counties via NARS. The capability to determine when centers should be activated for monitoring, decontamination, registration reception and congregate care will be demonstrated at SEOC andREAC. Criterion 2.c.1: Protective action decisions are made, as appropriate, for groups of people with disabilities and those with access/functional needs. This criterion does not apply to the State of Illinois and is a county function.
Criterion 2.d.1: Radiological consequences for the ingestion pathway are assessed and appropriate protective action decisions are made based on the ORO's planning criteria.
This criterion will not be demonstrated during this exercise.
Criterion 2.e.1: Timely re-location, re-entry and return decisions are made and coordinated as appropriate, based on assessments of the radiological conditions and criteria in the OROs plan and/or procedures.

EVALUATION AREA 4 -FIELD MEASUREMENT AND ANALYSIS Criterion 4.a.2: Field teams (two or more) are managed to obtain sufficient information to help characterize the release and to control radiation exposure.
This criterion will be demonstrated during the exercise utilizing two field teams at the RAFT area located at (the former) Dwight Correctional Facility (confirmed).
Criterion 4.a.3: Ambient radiation measurements are made and recorded at appropriate locations, and radioiodine and particulate samples are collected.
Teams will move to an appropriate low background location to determine whether any significant (as specified in the plan and/or procedures) amount of radioactivity has been collected on the sampling media. This criterion will be demonstrated by the field teams and information will be coordinated with RAFT Command. Two field teams will be evaluated.

This criterion will be demonstrated during the exercise at the RAFT staging area located at (the former) Dwight Correctional Facility (confirmed).

EVALUATION AREA 5 EMERGENCY NOTIFICATION AND PUBLIC INFORMATION Criterion 5.a.1: Activities associated with primary alerting and notification of the public are completed in a timely manner following the initial decision by authorized offsite emergency officials to notify the public of an emergency situation.
The initial instructional message to the public must include as a minimum the elements required by current REP guidance.
The State's role in demonstrating this criterion is limited to transmitting the State's protective action recommendation (PAR) to the counties and monitoring the instructional messages provided to the public by the counties.

IEMA personnel will be present at the Warrenville TIC and SEOC and will coordinate with the Exelon staff. Media briefings will be conducted at the JIC. A livestock advisory will be issued to the media from the JIC or the SEOC if appropriate.
A rumor control phone bank for public inquiries will be operated by the State during the exercise located at a room in the SEOC. The State of Illinois does not currently recommend the use of KI by the general public. However the State will address the general public, who has KI, regarding the proper time to consider taking KI through the TIC, if applicable in the scenario.

Extent of Play for Silver Cross Medical Drill
Introduction:
An offsite medical drill will be conducted to demonstrate the State of Illinois' concept of operations of handling contaminated injured individuals.
The drill is structured to address MS-1 Hospital and Transportation Criteria.
Extent of Play: The Braidwood Nuclear Power Station has declared a general emergency.
The emergency alert sirens have sounded, the public has been directed to evacuate affected areas and to report to reception centers set up in the local area. The scenario is based on a local resident and her daughter who has reported to the reception center from a rural area and spent an extended time in the Braidwood EPZ. The drill will begin at the pickup of the patient and parent by the ambulance.
Any reception center activities will be demonstrated at the reception center demonstration.
Hospital and Transportation:
The hospital will demonstrate procedures for limiting exposure to hospital staff, decontaminating a patient, and restricting access to the area where the patient is being treated and monitored.
Silver Cross Ambulance will demonstrate the capability to transport a contaminated, injured individual to Silver Cross. The ambulance crew will pick up a contaminated injured patient near the hospital at a simulated reception center. IEMA MRT staff will accompany the ambulance staff during the transportation portion of the drill. Silver Cross Ambulance will call in the information regarding the patient to hospital so they can prepare the receipt of a contaminated injured patient. Silver Cross will implement their plan for receipt, isolation and treatment of an injured contaminated patient. Medical personnel will utilize universal precautions and good housekeeping practices to minimize the spread of contamination, and will focus on treating the patient's medical condition.
Simple decontamination efforts will be demonstrated after the patient has been medically stabilized.
The hospital will demonstrate procedures for limiting exposure to hospital staff, decontaminating a patient, and restricting access to the area where the patient is being treated and monitored.
71 Unclassified Radiological Emergency Preparedness Program (REP) After Action Report/Improvement Plan Braidwood Station Hospital personnel will demonstrate their knowledge of who to call beyond IEMA for assistance in Radiological Accidents, e.g., REAC/TS. One IEMA MRT will be participating in this drill. One IEMA MRT is to facilitate monitoring the parent of the patient, ambulance staff and ambulance itself so it can be put back into service as soon as possible.
The ambulance MRT will be available to assist Hospital Staff in the REA if needed. The drill will conclude with hospital nuclear medicine staff supervising the removal of protective clothing and surveying of the emergency room and hospital personnel.
IEMA will also advise on the proper procedure for release or disposal of contaminated material.

- 1. Demonstrate the ability of EMS personnel to transport a contaminated injured patient. 2. Demonstrate the ability of hospital personnel to treat a contaminated injured patient. 3. Demonstrate the ability of personnel to exercise proper radiological controls and issuance of dosimetry.

This drill will originate near the hospital at a simulated reception center. 1. An ambulance and EMS staff will be used to demonstrate loading, transporting and unloading the victim. EMS personnel will pick up the patient at a staged location close to the hospital.
The patient will be pre-staged for the ambulance arrival. IEMA staff will be present for the transportation portion of the drill. 2. The ambulance crew will communicate with the receiving hospital regarding the medical status of the patient and any additional precautions taken to prevent spread of contamination.
- 3. IEMA MRT and hospital nuclear medicine staff will be providing radiological exposure control and monitoring of EMS and hospital personnel.
- 4. Decontamination is determinant on ambulance protocols and injury that the patient presents.
- 5. Hospital nuclear medicine personnel will be responsible for any patient and staff radiological monitoring and contamination control activities until an IEMA MRT arrives on scene. 6. The IEMA MRT will supervise the ingress and egress of radiological control areas. Monitoring will be performed prior to personnel leaving the potentially contaminated patient treatment area. Protective clothing used by hospital personnel will be similar to that used for a chemical or biological agent in accordance with hospital protocol.
Multiple methods of decontamination, including dry, damp or wet, may be utilized for the removal of contamination.
- 7. The medical facility will demonstrate or describe their procedures for the medical treatment and necessary decontamination of a contaminated injured individual.

!EMA/hospital nuclear medicine personnel will survey the hospital REA and medical personnel to maintain contamination control. These methods will include taking swipes of floors and surfaces so that the hospital and ambulance can be cleared for normal operations.

Any samples collected will be sent to REAC/TS for analyzing, IEMA does not process biological samples. 9. Emergency medical personnel will be able to maintain their exposure below the limits specified in 10 CFR Part 20 because for the exercise, the dose rate from the patient is below 2 mr/hr. 73 Unclassified Radiological Emergency Preparedness Program (REP) After Action Report/Improvement Plan Braidwood Station 10. After the Hospital is notified, hospital personnel will prepare the area to receive the patient in accordance with their procedures and provide security as necessary.
IEMA as a general practice would, if necessary, post radiation signs in accordance with the requirements as set forth in 10 CFR Part 20. Hospital security will control the area in accordance with the same policies and procedures used to provide isolation in the treatment of a chemical or biological agent. 11. Regardless of specific written hospital procedures for addressing radiation contamination, the supervision and advice provided by IEMA personnel should be the governing guidance for determining whether the patient's contamination situation is appropriately addressed.
- 12. The contaminated injured patient will .be accompanied by a parent that needs to be monitored.
The pediatric decon will be an objective to be performed and evaluated by the hospital, per hospital request. The drill terminate when the controller verifies that the criteria under Evaluation Area 6, element 6.d.l and Evaluation Area 3, Sub-element 3.a.l, have been satisfied.

This criterion will not be evaluated during this exercise.
Criterion 1.c.1: Key personnel with leadership roles for the ORO provide direction and control to that part of the overall response effort for which they are responsible.
Decision making will be demonstrated at the Will County EOC. Coordination of decisions and emergency activities will be demonstrated between Will County, the SEOC, the UAC, and the JIC, and between the County and municipalities within the EPZ. EVALUATION AREA 2 -PROTECTIVE ACTION DECISION MAKING Criterion 2.a.1: OROs use a decision-making process, considering relevant factors and appropriate coordination, to ensure that an exposure control system, including the use of KI, is in
- place for emergency workers including provisions to authorize radiation exposure in excess of administrative limits or protective action guides. This criterion does not apply to Will County. Criterion 2.b.1: Appropriate protective action recommendations are based on available information on plant conditions, field monitoring data and licensee and ORO dose projections, as well as knowledge of on-site and off-site environmental conditions.
This criterion does not apply to Will County. Criterion 2.b.2: A decision-making process involving consideration of appropriate factors and necessary coordination is used to make protective action decisions (PADs) for the general public (including the recommendation for the use of KI, if ORO policy). The State of Illinois will make protective action recommendations to Will County officials in the County EOC. The Will County officials will make the final decision regarding what protective actions will be recommended to the public. 76 Unclassified Radiological Emergency Preparedness Program (REP) After Action Report/Improvement Plan Braidwood Station Criterion 2.c.1: Protective action decisions are made, as appropriate, for groups of people with disabilities and those with access/functional needs. The State of Illinois will make protective action recommendations to Will County officials in the County EOC. This criterion will also be demonstrated during the traffic and access control demonstration.
The DCO briefing for the Sheriffs deputy demonstrating traffic and access control will be conducted at the Will County EOC. This criterion will also be demonstrated during the school interviews.
Criterion 3.b.l: KI and appropriate instructions are available in case a decision to recommend use of KI is made. Appropriate record keeping of the administration of KI for institutionalized individuals is maintained.
