Carolina Power Pi Liqhi Company October 29, 1979 Mr.James P.O'Reilly, Director Region II United States Nuclear Regulatory Commission 101 Marietta Street, N.W.Atlanta, Georgia 30303 SHEARON HARRIS NUCLEAR POWER PLANT UNIT NOS.1, 2, 3 AND 4 DOCKET NOS.50-400, 50-401, 50-402, AND 50<03 IE BULLETIN 79-23

Dear Mr.O'Reilly:

Carolina Power 6 Light Company (CPSL)has investigated the potential of high cir'culating currents to exist in the emergency diesel generators planned fog use at the Shearon Harris Nuclear Power Plant (SHNPP).Our investigation has determined that the neutral of the generator and the neutral of the primary windings of the excitation power transformer are not directly connected.

Purthermore, the neutral point of the excitation power transformer is not grounded. Therefore, circulating curre'nts as described in Bulletin 79-23 will not be developed in the SHNPP emergency diesel generators.

The full load testing required by Item 2 of the bulletin cannot be perforraed as the diesel generators have not yet been delivered to the construction site.SHNPP's emergency diesel generators will be fully tested as part of our pre-operational testing program.CPSL intends no further response to this bulletin.Yours very truly, M.A.McDuffie Senior Vice President Engineering 6 Construction MAM/j cb cc: United States Nuclear Regulatory Commission Office of Inspection and Envorcement Division of Reactor Operations Inspection Washington, D.C.20555~9112%0/0 3 C 1~\'I l.
