C. 2 BACKGROUND The NRC's Office of International Programs (OIP) supports the adoption and implementation of international nuclear safety and security regimes. The NRC has been providing regulatory assistance and support to its international counterparts since 1991. Initial efforts focused on certain countries of the former Soviet Union, but have since expanded globally. The general areas where NRC has focused its technical safety and security assistance and training efforts include currently operating nuclear power and research reactors, nuclear power plants planned or under construction, radioactive waste, nuclear fuel cycle, radioactive sources and fissile materials.
At the present time, work involving select countries of the Commonwealth of Independent States, the Middle East, Europe, Latin America, Africa and Asia is either underway or planned for the near future. Continuation of th ese efforts is anticipated for the next five to ten years, and new needs will likely arise. C.3 CONTRACT OBJECTIVES The Contractor shall provide personnel with specific technical and scientific expertise, including research and development and training, applicable to nuclear safety and security regulations, including operating nuclear power plants, nuclear power plants planned or under construction, radioactive sources, materials and waste, to assist the NRC's Office of International Programs (OIP) staff in providing a continuous and uninterrupted transfer of nuclear-related assistance to select countries of the Commonwealth of Independent States, the Middle East, Europe, Latin America, Africa and Asia. The Contractor shall assist national regulatory authorities in select countries of the Commonwealth of Independent States, the Middle East, Europe, Africa, Latin America and Asia in:Achieving goals and objectives identified in the International Atomic Energy Agency's (IAEA's) Nuclear Energy Series NG-G-3.1 "Milestones in the Development of a National Infrastructure for Nuclear Power;"Adopting and implementing the IAEA-sponsored "Code of Conduct on the Safety and Security of Radioactive Sources;"Adopting and implementing the IAEA-sponsored "Code of Conduct on the Safety of Research Reactors";Implementing the IAEA's post-Fukushima Nuclear Safety Action Plan;Developing and implementing nuclear safety and security regulations, licensing, and inspection programs for nuclear power reactors, research reactors, and fuel cycle facilities patterned after NRC and other internationally accepted practices and methodology; andDeveloping and implementing nuclear safety and security regulations, licensing and NRC-HQ-7G-14-C-0001 Modification No. M0014 Page 6 of 23 inspection programs for accountancy, control, and physical protection of nuclear materials (including radioactive sources) and physical protection of nuclear facilities.
Specific activities the contractor may be asked to support include: program planning and management; development of a country-specific legal basis needed for regulatory oversight of new and/or existing nuclear power plants; development of model and/or country-specific regulatory requirements covering the design, licensing, construction and operation of new or existing nuclear power plants; review and development of regulatory, legislative and technical bases for oversight of nuclear and radioactive materials and waste; development of a national database (registry) of radioactive sources; enhancing day-to-day oversight of radioactive sources; training; coordination of ongoing and/or planned assistance-related activities; and travel arrangement services for invitational travel.Extended stays in the country receiving assistance by contractor personnel may occasionally be required (usually one person).C.4.1 ACTIVITIES ACTIVITY 1 RADIOACTIVE SOURCES SUB-ACTIVITY 1.1 PROGRAM PLANNING AND MANAGEMENT The contractor shall provide technical advice, support and expertise to the nuclear regulatory authorities in designated countries for the establishment of country-specific long-term plans for strengthening regulatory oversight of nuclear and radioactive materials.

The contractor shall identify and report the differences (strengths, weaknesses, omissions, etc.) between the country-specific regulations, standards and guides currently used and those used internationally and shall make recommendations for improvements.
In addition, the contractor shall develop a prioritized plan for revising the existing country-specific regulatory structure and for the introduction and adoption of new regulatory requirements.

Actual completion dates will be developed on a country-specific basis.ACTIVITY 6 - COORDINATION In support of the work defined in the activities above, the Contractor shall assist the NRC Contracting Officer Representative in enhancing the efficiency and effectiveness of US NRC ongoing or planned assistance activities through coordination with other international assistance providers to avoid unnecessary duplication of effort. Such coordination, at minimum, shall include providing information on ongoing or planned NRC assistance efforts. Other international assistance providers will include representatives of the government of the United States (for example, the Departments of State, and Energy), representatives of other governments (for example, the Russian Federal Nuclear and Radiation Safety Authority and the European Union) and representatives of international organizations (for example, the International Atomic Energy Agency, the Arabic Atomic Energy Agency and the Forum of Nuclear Regulatory Bodies in Africa). The contractor shall also assist the NRC Contracting Officer Representative in fostering cooperation between national regulatory authorities by (for example):sponsoring information exchange between regulatory authorities with established national registries and regulatory authorities developing national registries (applicable to ACTIVITY 1 RADIOACTIVE SOURCES);
NRC-HQ-7G-14-C-0001 Modification No. M0014 Page 16 of 23sponsoring operational experience information exchange between regulatory authorities with oversight of common nuclear power technology (applicable to ACTIVITY 2 EXISTING NUCLEAR POWER PLANTS);sponsoring information exchange between regulatory authorities with established nuclear power oversight activities and regulatory authorities developing such activities (applicable to ACTIVITY 3 NEW NUCLEAR POWER PLANTS);sponsoring information exchange between regulatory authorities with oversight of research reactors and regulatory authorities of countries considering research reactors (applicable to ACTIVITY 4 NEW OR EXISTING RESEARCH REACTORS);
andsponsoring information exchange between regulatory authorities with oversight of uranium recovery facilities and regulatory authorities of countries considering uranium recovery (applicable to ACTIVITY 5 URANIUM RECOVERY FACILITIES).
The Contractor shall also assist the NRC Contracting Officer Representative by providing technical experts to support regulatory missions conducted by the International Atomic Energy Agency and the Nuclear Energy Agency in the aforementioned activity areas, as appropriate.
C.5 TRAINING/WORKSHOPS A.The contractor shall provide support to the national regulatory authority for the conduct of training for providing information to appropriate in-country entities (end users, licensees, etc.) on the changes made to laws, regulations and guides in support of the following activities:
1)Activity 1: RADIOACTIVE SOURCES, Sub-activity 1.2: LEGISLATIVE AND TECHNICAL BASES B.The contractor shall assist the NRC Contracting Officer Representative in the development and conduct of workshops and training associated with implementing the activities described in section C.4.1 "ACTIVITIES."
These shall be conducted on both a multilateral (at which representatives of several regulatory authorities attend) or bilateral (workshops at which attendance is limited to one country) basis. The training and workshops activities shall support the following subject areas/activities:
1)ACTIVITY 1: RADIOACTIVE SOURCES Radioactive source-related workshops and training activities
- This includes workshops and training activities on developing and maintaining a national registry of radioactive sources, licensing and inspection of radioactive sources, and sources security.2)ACTIVITY 2: EXISTING NUCLEAR POER PLANTS Operating reactor safety-related workshops and training activities
- This includes workshops and training activities on safety assessment of operating nuclear power plants, inspection of operating nuclear power plants and nuclear power plant security.3)ACTIVITY 3: NEW NUCLEAR POWER PLANTS NRC-HQ-7G-14-C-0001 Modification No. M0014 Page 17 of 23 New reactor-related workshops and training activities
- This includes workshops and training activities on siting requirements for nuclear power plants, oversight of new reactor construction and regulatory infrastructure development.
4)ACTIVITY 4: NEW OR EXISTING RESEARCH REACTORS Operating reactor safety-related workshops and training activities
- This includes workshops and training activities on safety assessment of research reactors, licensing of research reactors, inspection of research reactors and research reactor security. 5)ACTIVITY 5: URANIUM RECOVERY FACILITIES Operating reactor safety-related workshops and training activities
- This includes workshops and training activities on licensing, inspection and decommissioning of uranium recovery facilities.
C.In support of the workshops and trainings described above, the contractor shall provide NRC-sponsored international workshops/trainings held outside the United States. This includes, but is not limited to, providing for meeting rooms. In some instances, it may be necessary for contractor personnel to also travel (both domestically and internationally) as part of this effort.The NRC Contracting Officer Representative will notify the contractor in writing, not less than 60 business days before the start of an NRC-sponsored international conference, of the need for conference-related support. The NRC Contracting Officer Representative will identify, as a minimum, the date and location of the conference, and the size and number of meeting rooms needed.The contractor can expect to support a maximum of five (5) workshops/trainings per year with a maximum of 25 participants per workshop/training.
The contractor will be responsible for developing and maintaining detailed procedures and records for tracking and accounting for all incurred expenses. Records shall be sufficiently detailed to allow periodic review and/or audit by US NRC.C.6 SCHEDULE ACTIVITY 1 RADIOACTIVE SOURCES The contractor shall begin efforts as specified in sub-activities 1.2, 1.3 and 1.4 for each regulatory authority specifically designated by NRC. The regulatory authorities of Algeria, Armenia, Azerbaijan, Belarus, Bolivia , Brazil , Burkina Faso, Cameroon, Chad, Chile, Columbia, Costa Rica, the Dominican Republic, Egypt , Equator, Ethiopia , Georgia, Ghana, Guatemala, Honduras , Iraq , Jamaica, Jordan, Kazakhstan, Kenya, Kyrgyzstan, Mauritania, Mauritius, Moldova, Morocco , Mozambique
, Niger, Nigeria, Panama, Paraguay, Peru, Romania , Rwanda , Senegal, South Africa, Tajikistan, Tanzania, Trinidad and Tobago, Tunisia, Uganda, Ukraine, Uruguay, Uzbekistan, Zambia, and Zimbabwe, shall be considered the regulatory authorities for provision of support by this activity.
NRC-HQ-7G-14-C-0001 Modification No. M0014 Page 18 of 23 ACTIVITY 2 EXISTING NUCLEAR POWER PLANTS The contractor shall begin efforts as specified in sub-activities 2.2 and 2.3 for each regulatory authority specifically designated by NRC. The regulatory authorities of Armenia, Ukraine, Japan, China, South Africa, India, Romania and Pakistan shall be considered the regulatory authorities for provision of support by this activity.ACTIVITY 3 NEW NUCLEAR POWER PLANTS The contractor shall begin efforts as specified in sub-activities 3.2 and 3.3 for each regulatory authority specifically designated by NRC. The regulatory authorities of Armenia, South Africa, Chile, Egypt, Jordan, Thailand, Philippines, Indonesia, Malaysia, Poland, Bangladesh, Singapore, Saudi Arabia, Ghana, Nigeria, Belarus, Lithuania, Romania and Vietnam shall be considered the regulatory authorities for provision of support by this activity.ACTIVITY 4 NEW OR EXISTING RESEARCH REACTORS The contractor shall begin efforts as specified in sub-activities 4.2 and 4.3 for each regulatory authority specifically designated by NRC. The regulatory authorities of Jordan, Thailand, Vietnam, Peru, Philippines, Indonesia, Malaysia, Bangladesh, Saudi Arabia, Ghana, Romania, Algeria, Egypt, Morocco, Nigeria and South Africa.ACTIVITY 5 URANIUM RECOVERY FACILITIES The contractor shall begin efforts as specified in sub-activities 5.2 and 5.3 for each regulatory authority specifically designated by NRC within 60 days after award. The regulatory authorities of Mongolia, Kazakhstan, Uzbekistan, Denmark and Namibia shall be considered the initial regulatory authorities for provision of support by this activity.C.7.DELIVERABLES C.7.1 Reports 1)Financial Status Report - The contractor shall prepare and submit a monthly status report to the NRC Contracting Officer Representative.
This report shall contain the required information specified in Section F.4, FINANCIAL STATUS REPORT. 2) Technical progress report - The contractor shall prepare and submit monthly Technical Progress report to the NRC Contracting Officer Representative.
The Technical Progress reports must include the following for each discrete task/task order: (a)A listing of the efforts completed during the period, and milestones reached or, if missed, an explanation provided; (b)Any problems or delays encountered or anticipated and recommendations for NRC-HQ-7G-14-C-0001 Modification No. M0014 Page 19 of 23 resolution.
If the recommended resolution involves a contract modification, e.g., change in work requirements, level of effort (cost) or schedule delay, the contractor shall submit a separate letter to the contracting officer identifying the required change and estimated cost impact. (c)A summary of progress to date; and (d)Plans for the next reporting period.Specifically, the report shall provide:Countries to which assistance was provided during the reporting period;Country-specific description of the assistance provided during the reporting period;Country-specific description of the new, ongoing or planned subtasks during the reporting period;Travel conducted by contractor personnel during the reporting period (including a description of the travel purpose); andProjected contractor personnel travel within the next three (3) months (including a description of the travel purpose).3)Semiannual Technical report - The Contractor shall also prepare and submit a semiannual report to the NRC Contracting Officer Representative.
This report shall contain such information as:A cumulative description of the countries to which the assistance was provided (including country-specific descriptions of both assistance provided and results/milestones achieved);
A cumulative description of new, ongoing or planned country-specific subtasks; and A cumulative description of travel conducted by contractor personnel (including a description of the travel purpose).C.7.2 Deliverables Per Activity SUB-ACTIVITY 2.1, 3.1, 4.1 and 5.1 PROGRAM PLANNING AND MANAGEMENT Long-term Plan - The contractor shall provide a long-term plan which will prioritize areas of work and, define a detailed scope of work, the associated schedule, and level of effort. Short-term objectives
- The contractor shall provide the NRC Contracting Officer Representative the short-term objectives of ongoing or planned country-specific work. ACTIVITY 1 RADIOACTIVE SOURCES The contractor's project manager shall provide, within 30 days after completion, the NRC Contracting Officer Representative with copies of any reports, assessments, laws, regulations and/or analyses developed while performing sub-activities 1.2, 1.3, and 1.4. These reports, assessments, laws, regulations and/or analyses shall be considered deliverables under this activity.

These reports, assessments, laws, regulations and/or analyses shall be considered deliverables under this activity. ACTIVITY 3 NEW NUCLEAR POWER PLANTS The contractor's project manager shall provide, within 30 days after completion, the NRC Contracting Officer Representative with copies of any reports, assessments, laws, regulations and/or analyses developed while performing sub-activities 3.2 and 3.3. These reports, assessments, laws, regulations and/or analyses shall be considered deliverables under this activity.ACTIVITY 4 NEW OR EXISTING RESEARCH REACTORS The contractor's project manager shall provide, within 30 days after completion, the NRC Contracting Officer Representative with copies of any reports, assessments, laws, regulations and/or analyses developed while performing sub-activities 4.2 and 4.3. These reports, assessments, laws, regulations and/or analyses shall be considered deliverables under this activity.ACTIVITY 5 URANIUM RECOVERY FACILITIES The contractor's project manager shall provide, within 30 days after completion, the NRC Contracting Officer Representative with copies of any reports, assessments, laws, regulations and/or analyses developed while performing sub-activities 5.2 and 5.3. These reports, assessments, laws, regulations and/or analyses shall be considered deliverables under this activity.C.8.MEETINGS AND TRAVEL A.PARTICIPANT TRAVEL (INVITATIONAL TRAVEL)In support of the activities delineated in the statement of work, the contractor will also be called upon to support NRC-sponsored invitational travelers traveling to NRC-sponsored international workshops/training.
The contractor shall be available to support all associated logistics by working closely with NRC COR and NRC-sponsored invitational travelers, in both domestic and international locations.
The contractor shall make and pay for travel-related expenses for NRC-sponsored invitational travelers 2 (often from international locations).
This includes: providing airline, train, bus, etc. reservations; providing hotel reservations; and reimbursing NRC-sponsored invitational travelers for meals and incidental expenses incurred. In some instances, it may be necessary for contractor personnel to also travel (both domestically and internationally) as part of this effort, in order to ensure and oversee the proper management of the travel and 2 As defined in Section 8.11 "Invitational Travel" of the Handbook for NRC Management Directive 14.1 "Official Temporary Duty Travel" NRC-HQ-7G-14-C-0001 Modification No. M0014 Page 21 of 23 associated events. The contractor can expect to support, on average, three NRC-sponsored invitational travelers per month.The NRC Contracting Officer Representative will notify the contractor in writing, not less than 25 business days before the start of travel, of the need for travel support for NRC-sponsored invitational travelers.
The NRC Contracting Officer will identify, as a minimum, the name and contact information for the traveler, the origin and temporary duty location for the traveler, and the dates of travel. Periodically, some NRC-sponsored invitational travelers will cancel their participation after travel arrangements have been made. In such cases, any cancellation-related charges incurred by the contractor will be reimbursed by NRC.The contractor shall ensure that all travel-related arrangements and payments are performed consistent with the Federal Travel Regulations (as outlined in 41 Code of Federal Regulations (CFR), Chapters 300 through 304) http://www.gsa.gov/portal/mediaId/239919/fileName/FTR(1).action

The contractor will be responsible for developing and maintaining detailed instructions that describe the process of how NRC-sponsored invitational travelers will receive these support functions.
These instructions shall include, but not be limited to: identification of the information the contractor needs from each NRC-sponsored invitational traveler, creation of a form for easy submittal of this information, description of how airline, train, bus, etc. reservations will be made and paid for, description of how lodging arrangements will be made and paid for, description of how funds for meals and incidental expenses will be provided for, and identification of appropriate points of contact for each task. These detailed instructions should be provided to each NRC-sponsored invitational traveler within two business days after NRC identifies the traveler to the contractor.
The contractor will be responsible for developing and maintaining detailed procedures and records for tracking and accounting for all incurred expenses. Records shall be sufficiently detailed to allow review and/or audit by US NRC.The contractor can expect to support, consistent with section C.5 entitled WORKSHOPS/TRAINING, a maximum of five (5) workshops/trainings per year with a maximum of 25 participants per workshop/training.
B.CONTRACTOR MEETINGS AND TRAVEL Coordination meetings between the contractor, the NRC Contracting Officer Representative and national regulatory authority project managers throughout the duration of this contract are anticipated.
Meetings will primarily be held at NRC offices in Rockville, Maryland, and at corresponding designated regulatory authority counterpart offices. Meetings will be scheduled on an as-needed basis. For planning purposes, it shall be assumed that one contractor staff participates in bilateral project review meetings two times per year, with an estimated duration of 5 days, in each country receiving assistance from NRC; that contractor technical staff participate in six expert technical 1-week missions per year conducted by IAEA or NEA; and that contractor technical staff participate in no more than five workshops and training activities per year NRC-HQ-7G-14-C-0001 Modification No. M0014 Page 22 of 23 described in C.5 entitled WORKSHOPS/TRAINING.
In addition, the NRC Contracting Officer Representative and the national regulatory authority project managers may choose to periodically meet at the contractor's facility to review progress and to provide input into the project.The contractor shall obtain prior approval from the COR for any travel supporting the activities in the SOW. The contractor shall ensure that all travel-related arrangements and payments are performed consistent with the Federal Travel Regulations (as outlined in 41 Code of Federal Regulations (CFR), Chapters 300 through 304) http://www.gsa.gov/portal/mediaId/239919/fileName/FTR(1).action

C.9 NRC FURNISHED MATERIAL It is not anticipated that any NRC furnished material will be needed during performance under this contract. However, should such need arise materials will be provided on an as needed basis per mutual agreement.
C.10 CONTRACTOR ACQUIRED MATERIAL In support of SUB-ACTIVITY 1.3, NATIONAL REGISTRY, the contractor may also be required to procure and install personal computers and basic office supplies at the sites of the respective national regulatory authorities in support of development of the national registry. A typical country-specific computer procurement involves two desktop computers (with monitors), two laptop computers, two printers, and a digital camera. Typical basic office supply needs involve computer-appropriate desks and chairs, printer paper and computer-appropriate uninterruptible power supplies. Upon expiration of this contract, such personal computers and basic office equipment shall become the property of the recipient national regulatory authority for equipment under $5,000.00.
The contractor shall obtain prior written approval from the COR and the CO of any acquisition that involves the procurement of vehicles, regardless of dollar amount; and the acquisition of equipment valued at $5,000.00 or more. The contractor shall follow FAR 52.245-1 Government Property for guidance to include instructions on disposition of property valued at $5,000.00 or more.C.11 PERSONNEL QUALIFICATIONS REQUIRED Personnel performing technical work under this contract shall have pertinent technical experience in one or more of the following areas: nuclear, mechanical, civil, electrical or chemical engineering, regulation of nuclear facilities or activities, health physics, and project management.
The contractor shall provide personnel who have pertinent experience for the performance of the administrative aspects of this contract such as arranging invitational travel, workshop and training preparation.
The contractor shall provide a project manager and technical team members as appropriate for NRC-HQ-7G-14-C-0001 Modification No. M0014 Page 23 of 23 the performance of technical assistance under this contract. Technical team members must possess the experience to address highly complex technical issues related to nuclear safety and security and have a thorough knowledge of NRC's approach to performing safety and security reviews and evaluations.
Team members must be available to stay for extended periods in countries of the Commonwealth of Independent States, the Middle East, Europe, Africa and Asia to work with indigenous technical specialists.
It is desirable for some technical team members to be fluent (both spoken and written) in languages commonly used in countries of the Commonwealth of Independent States, the Middle East, Europe, Africa, Latin America and Asia Key personnel:
Senior Engineer/Scientist (or Equivalent):
Shall also have a bachelor's or higher degree in a science or engineering field from an accredited school of engineering with at least a minimum of 10 years professional experience relative to nuclear technology and nuclear and/or radioactive materials commonly utilized in countries of the Commonwealth of Independent States, the Middle East, Europe, Africa, Latin America and Asia.Project Manager: Shall also have a bachelor's or higher degree in a science or engineering field from an accredited school of engineering with at least a minimum of 10 years professional experience relative to nuclear technology and nuclear and/or radioactive materials commonly utilized in countries of the Commonwealth of Independent States, the Middle East, Europe, Africa, Latin America and Asia. A Project Manager shall also have a minimum of 10 years of relevant experience in development, execution and management of international projects.C.12 SUBCONTRACT SUPPORT In the event that specific tasks will be subcontracted to in-country technical support organizations or individual experts, the contractor's project manager shall establish a mechanism that (1) ensures that any subcontracted, in-country tasks are focused on specific objectives to be accomplished, (2) identifies problems with established schedules, costs and overall budget, (3) provides updates and impacts to the contractor spending plan, (4) ensures the quality of deliverables so that all information and data are accurate and complete and (5) shall provide a plan/procedure that ensures all foreign subcontractor support costs are contracted at a fair and reasonable price. All subcontract work and costs must be submitted to the NRC Contracting Officer's Representative for review before the subcontract is awarded. All subcontracting actions shall be in accordance with FAR 52.244-2 SUBCONTRACTS (OCT 2010) ALTERNATE I (JUNE 2007). The contractor shall obtain the COR and the CO prior written approval of any subcontract that requires: (1) the acquisition of vehicles, regardless of dollar value; (2) any construction work, including building remodeling, regardless of dollar amount; and (3) the acquisition of equipment valued at $5,000.00 or more. The contractor's project manager shall also review and approve any data, documentation, or reports generated by subcontracted tasks prior to inclusion in final contract deliverables to be provided to the NRC Contracting Officer's Representative.
