Dear Mr. Harden:

By letter dated February 20, 2012 (Agencywide Documents Access and Management System Accession No. ML 12054A686), First Energy Nuclear Operating Company submitted the Beaver Valley's Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, Revision 10. The Nuclear Regulatory Commission staff has been reviewing the submittal and has determined that additional information is needed to complete its review. The specific questions are found in the enclosed request for additional information (RAI). The questions were sent via electronic transmission on April 20, 2012, to Mr. Phil Lashley, of your staff. The draft questions were sent to ensure that the questions were understandable, the regulatory basis was clear, and to determine if the information was previously docketed.

The draft questions were discussed in a teleconference with your staff on April 24, 2012. It was agreed that a response to this RAI would be submitted by May 31, 2012. Please contact me at 301-415-2833, if you have any questions.

CHANGES TO THE SECURITY PLANS FIRST ENERGY NUCLEAR OPERATING COMPANY BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 DOCKET NOS. 50-334 & 50-412 By letter dated February 20,2012 (Agencywide Documents Access and Management System Accession No. ML 12054A686), First Energy Nuclear Operating Company submitted the Beaver Valley's Physical Security Plan (PSP), Training and Qualification Plan, and Safeguards Contingency Plan, Revision 10. The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure.

The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(p)(2).

The NRC staff has determined that the additional information requested below is needed to complete its review. In Section 15.1 and 15.3 of the PSP, the licensee describes the use of a thermal imaging system. Does this system display concurrently in at least two continuously staffed on-site alarm stations in accordance with 10 CFR 73.55(i)(2)? Describe how the thermal imaging system meets 10 CFR 73.55(i)(3)(iv).
