In accordance with the provisions of 10 CFR 50.4 and 10 CFR 50.90, the Omaha Public Power District (OPPD) is submitting a request for an amendment to Renewed Facility Operating License (RFOL) No. DPR-40 for Fort Calhoun Station (FCS) Unit No. 1. The proposed amendment requests Nuclear Regulatory Commission (NRC) approval of a change to the FCS / OPPD Cyber Security Plan (CSP) Milestone 8 full implementation date (hereafter referred to as MS8), as set forth in CSP Implementation Schedule as approved by the NRC in Reference 1.Attachment 1 provides an evaluation of the proposed change that includes the criteria detailed in the NRC memorandum of Reference 2.This license amendment request (LAR) includes the existing RFOL marked up to show the Security-Related Information

U. S. Nuclear Regulatory Commission LIC-1 4-0121 Page 2 proposed change (Attachment 2), the revised Cyber Security Commitment (Attachment 3), and the associated revised CSP Implementation Schedule (Attachment 4).OPPD consider Attachments 1, 3, and 4 to contain security-related information (SRI) which could reasonably be expected to be useful to potential adversaries.

Therefore, OPPD requests that Attachments 1, 3, and 4 be withheld from public disclosure in accordance with 10 CFR 2.390.OPPD requests approval of the proposed amendment by November 16, 2015 with the amendment to be implemented within 45 days. Implementation of MS8 of the CSP will occur in accordance with the revised commitment contained in Attachment 3.There are no new regulatory commitments contained in this submittal.

LIC-14-0121 Attachment 2 Page 1 Proposed Renewed Facility Operating License Change Fort Calhoun Station, Unit No. 1 Renewed Facility Operating License No: DPR-40 (Mark-Up -New text is shown in bold font.) (4) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess, and use in amounts as required any byproduct, source, or special nuclear material without restriction to chemical or physical form for sample analysis or instrument calibration or when associated with radioactive apparatus or components; (5) Pursuant to the Act and 10 CFR Parts 30 and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by operation of the facility.3. This renewed license shall be deemed to contain and is subject to the conditions specified in the following Commission regulations in 10 CFR Chapter 1: Part 20, Section 30.34 of Part 30, Section 40.41 of Part 40, Section 50.54 and 50.59 of Part 50, and Section 70.32 of Part 70; and is subject to all applicable provisions of the Act and to the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below: A. Maximum Power Level Omaha Public Power District is authorized to operate the Fort Calhoun Station, Unit 1, at steady state reactor core power levels not in excess of 1500 megawatts thermal (rate power).B. Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 277, are hereby incorporated in the license. Omaha Public Power District shall operate the facility in accordance with the Technical Specifications.

C. Security and Safeauards Contingqency Plans The Omaha Public Power District shall fully implement and maintain in effect all provisions of the Commission-approved physical security, training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).

The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled: "Fort Calhoun Station Security Plan, Training and Qualification Plan, Safeguards Contingency Plan," submitted by letter dated May 19, 2006.OPPD shall fully implement and maintain in effect all provisions of the Commission-approved Cyber Security Plan (CSP), including changes made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).

The OPPD CSP was approved by License Amendment No. 266 and modified by License Amendment No.Renewed Operating License No. DPR-40 Amendment No. 277
