Enclosed are 4 copies of the"Robert E.Ginna Nuclear Power Plant Training and Qualification Plan for Security Officers"Revision 2" dated May 20, 1991.The revised Training and Qualification Plan is being submitted under the provisions of 10CFR50.54(p) as it does not degrade the security of the plant.Important features of the revised Training and Qualification Plan are that it upgrades the plan to incorporate recent enhancements in weaponry and tactical equipment, provides the flexibility to implement modern training techniques, and updates the crucial task for performing hands-on searches to address observations made during recent NRC inspections.

In order to facilitate NRC review, changes are described in a Synopsis of Changes and highlighted in the plan by side-bars along with the revision number located to the left of the revised text.The enclosures to this letter contain Safeguards Information which should be protected from public disclosure per Part 73.21 Code of Federal Regulations.
