UPDATE TO MONTICELLO SHUTDOWN DUE TO REACTOR COOLANT SYSTEM (RCS) PRESSURE BOUNDARY LEAKAGE IN EXCESS OF TECHNICAL SPECIFICATION LIMITS  Monticello Nuclear Generating Plant restarted on February 6, 2014, following a forced outage to repair a leak from the Reactor Coolant System. The plant had been shutdown on January 17, 2014, after operators received indications of a possible leak from the Reactor Coolant System in excess of the Technical Specification limits. Once shut down, plant personnel identified that there was a leak present in the 12 Recirculation Pump Upper Seal Cooler. This cooler was removed, and a temporary modification was put in place to allow water that previously passed through this cooler to pass through the 12 Recirculation Pump Lower Seal Cooler. There was no radioactive release from the Monticello plant as a result of this leak.
The NRC Resident Inspectors were promptly notified and were on site to monitor the shutdown, plant activities to identify and repair the leak, and the subsequent restart.
 
This preliminary notification is issued for information only and no further action by the staff is anticipated. State and local officials have been informed.
Region III received initial notification of this occurrence by the NRC Resident inspectors on site who were observing the outage activities. The information presented herein has been discussed with the licensee, and is current as of 10:00 CDT, on February 7, 2014.
