The Commission approved a Memorandum and Order responding to a hearing request from Southern Alliance for Clean Energy (SACE) on an asserted de facto amendment of the operating license held by Florida Power & Light Company for Saint Lucie Plant, Unit 2. The Memorandum and Order denies SACE's hearing request as untimely and refers SACE's safety concerns to the Executive Director for Operations for disposition under 10 C.F.R. § 2.206.   
 
(Subsequently, on December 19, 2014, the Secretary signed the Memorandum and Order.)
