==Dear Mr. Anderson:==
==Dear Mr. Anderson:==
The enclosed inspection plan lists the inspections scheduled through June 30, 2019, for Arkansas Nuclear One. The U. S. Nuclear Regulatory Commission (NRC) provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. This inspection plan does not include the plan for security-related inspections, which will be sent via separate, non-publicly available correspondence. In accordance with Inspection Manual Chapter 0305, "Operating Reactor Assessment Program," the NRC completed a review of the status of your actions to address two Yellow findings and one White finding on August 17, 2017. One Yellow finding is in the Initiating Events Cornerstone in each unit, involving the failure to adequately approve the design and to load test a temporary lift assembly; one Yellow finding is in the Mitigating Systems Cornerstone in each unit, involving the failure to design, construct, and maintain plant design features required to protect safety-related equipment from the effects of flooding; and one White finding in the Mitigating Systems Cornerstone on Unit 2, involving the failure of an emergency diesel generator due to inadequate lubrication. This assessment concluded that Column 4 oversight remains appropriate for Arkansas Nuclear One, Units 1 and 2. The NRC continues to perform quarterly inspections to review your progress toward completing the ANO Comprehensive Recovery Plan actions that were identified in the NRC issued Confirmatory Action Letter on June 17, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16169A193). The NRC is using Inspection Procedure 92702, "Follow-up on Traditional Enforcement Actions Including Violations, Deviations, Confirmatory Action Letters, Confirmatory Orders, and Alternative Dispute Resolution Confirmatory Orders," to assess the effectiveness of completed corrective actions in meeting the performance improvement objectives stated in the Comprehensive Recovery Plan. The NRC also plans to review your actions to address the White finding using Inspection Procedure 95001, "Supplemental Inspection Response to Action Matrix Column 2 Inputs," during the week of September 18, 2017, consistent with your request. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). Please contact me at 817-200-1574 with any questions you have regarding this letter.

Arkansas Nuclear One 1448 S.R. 333 Russellville, AR 72802

SUBJECT: UPDATED INSPECTION PLAN FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 (REPORT 05000313/2017005 AND 05000368/2017005)

Dear Mr. Anderson:

The enclosed inspection plan lists the inspections scheduled through June 30, 2019, for Arkansas Nuclear One. The U. S. Nuclear Regulatory Commission (NRC) provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspectio n plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

This inspection plan does not include the plan for security

-related inspections, which will be sent via separate, non

-publicly available correspondence.

In accordance with Inspection Manual Chapter 0305, "Operating Reactor Assessment Program," the NRC completed a review of the status of your actions to address two Yellow findings and one White finding on August 17, 2017.

One Yellow finding is in the Initiating Events Cornerstone in each unit, involving the failure to adequately approve the design and to load test a temporary lift assembly; one Yellow finding is in the Mitigating Systems Cornerstone in each unit, involving the failure to design, construct, and maintain plant design features required to protect safety

-related equipment from the effects of flooding; and one White finding in the Mitigating Systems Cornerstone on Unit 2, involving the failure of an emergency diesel generator due to inadequate lubrication

The NRC is using Inspection Procedure 92702, "Follow

-up on Traditional Enforcement Actions Including Violations, Deviations, Confirmatory Action Letters, Confirmatory Orders, and Alternative Dispute Resolution Confirmatory Orders," to assess the effectiveness of completed corrective actions in meeting the performance improvement objectives stated in the Comprehensive Recovery Plan. The UNITED STATES NUCLEAR REGULATORY COMMISSION REGION IV 1600 E. LAMAR BLVD ARLINGTON, TX 76011

-4511 NRC also plans to review your actions to address the White finding using Inspection Procedure 95001, "Supplemental Inspection Response to Action Matrix Column 2 Inputs," during the week of September 18, 2017, consistent with your request.

In accordance with Title 10 of the Code of Federal Regulation s (10 CFR) 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading

-rm/adams.html (the Public Electronic Reading Room).

Please contact me at 817-200-1574 with any questions you have regarding this letter.
