dated February 26, 1987. We have reviewed your reply and find the schedule
for resolving deficiencies responsive to the concerns raised in our emergency
preparedness inspection report. We will review the implementation of your
corrective actions during future inspections to determine that an adequate
state of onsite emergency preparedness has been achieved and will be
maintained.

Emergency Preparedness Appraisal
In response to Mr. J. E. Gagliardo's letter dated February 27, 1987,
which tratsmitted the Emergency Preparedness Appraisal Inspection Report, we
are submitting the attached schedule for resolving all identified
deficiencies. Houston Lighting & Power (HMP) personnel met with the NRC
staff on Janary 8, 1987 to discuss these items. The attachment also cross
references each of the Inspection Report item numbers to the numbers assigned
by HMP prior to receipt of the inspection report and used during the January
meeting. Also noted on the attachment are any necessary qualifying comments
relative to the schedule dates.
Since the time of the appraisal, HMP has devoted an extensive amount of

resources to the Emergency Preparedness Program. We believe that with
;
completion of the procedures, training, systems, etc. listed on the
'
attachment, HMP will be able to demonstrate adequate emergency preparedness
at the South Texas Project Electric Generating Station.
