~/JIIJIf11I PLANTSYSTEMSBASESTheinspectionfrequencyapplicabletosnubberscontainingsealsfabricatedfrommaterialswhichhavebeendemonstratedcompatiblewiththeiroperatingenvironment(onlyethyleneproplyenecompoundstodate)isbaseduponmaintainingaconstantlevelofsnubberprotection.Therefore,therequiredinspectionintervalvariesinverselywiththeobservedsnubberfailures.Thenumberofinoperablesnubbersfoundduring'aninspectionofthesesnubbersdeterminesthetimeintervalforthenextrequiredinspectionofthesesnubbers.Inspectionsperformedbeforethatintervalhaselapsedmaybeusedasanewreferencepointtodeterminethenextinspection.However,theresultsofsuchearlyinspectionsperformedbeforetheoriginalrequiredtimeintervalhaselapsed(nominaltimeless25$)maynotbeusedtolengthentherequiredinspectioninterval.Anyinspectionwhoseresultsrequireashorterinspectionintervalwilloverridethepreviousschedule.Toprovidefurtherassuranceofsnubberreliability,arepresentativesampleoftheinstalledsnubberswillbefunctionallytestedduringplantshutdownsat18monthintervals.Thesetestswillincludestrokingofthesnubberstoverifyproperpistonmovement,lock-upandbleed.Observedfailuresofthesesamplesnubberswillrequirefunctionaltestingofadditionalunits.Tominimizepersonnelexposures,snubbersinstalledinhighradiationzonesorinespeciallydifficulttoremovelocations(asidentifiedinTable3.7-2)maybeexemptedfromthesefunctionaltestingrequirementsprovidedtheOPERABILITYofthesesnubberswasdemonstratedduringfunctionaltestingateitherthecompletionoftheirfabricationoratasubsequentdate.3/4.7.11FIRESUPPRESSIONSYSTEMSTheoperabilityofthefiresuppressionsystemsensuresthatadequatefiressuppressioncapabilityisavailabletoconfineandextinguishfiresoccurringinanyportionofthefacilitywheresafetyrelatedequipmentislocated.Thefiresuppresionsystemconsistsofthewatersystem,firehosestations,yardfirehydrants,hydranthosehouses,andsprayand/orsprinklersystems.Thecollectivecapabilityofthefiresuppressionsystemsisadequatetominimizepotentialdamagetosafetyrelatedequipmentandisamajorelementinthefacilityfireprotectionprogram.Intheeventthatportionsofthefiresuppressionsystemsareinoperable,alternatebackupfirefightingequipmentisrequiredtobemadeavailableintheaffectedareasuntiltheinoperableequipmentisrestoredtoservice.ST.LUCIE-UNIT1B3/47-65/6/81
