Dear Mr. Sylvia,
This will acknowledge receipt of your letter dated December 19, 1996 and your check for $80,000 in payment for the civil penalty proposed by NRC in a letter dated July 24, 1996.
In your response, you contended that no violation of 10 CFR 50.7 had occurred, and you noted that you settled the Department of Labor case without admitting culpability. You also noted that you took other actions to ensure _ that all your employees feel free to raise safety issues without fear of harassment, intimidation, or discrimination as described in more detail in your August 23, 1996 Reply to the Notice of Violation and Proposed Imposition of Civil Penalty.
