Enclosed is an application (XCOM1342) accepted by the U.S. Nuclear Regulatory Commission (NRC) on December 20, 2021, from ATI Specialty Alloys & Components, to export Zircaloy 4 trex tubes to China, via Canada, for use as fuel cladding in the Qinshan CANDU reactors.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
Please note that the dollar amount on page one of the NRC Form 7 is proprietary information.
The NRC will not include this information in the public record and requests that the Executive Branch agencies protect it as well.
