Based on information provided by the Division of Licensing (DL) staff, it has been determined that this application should be exempted from the fee requirements of 10 CFR 170 of the March 23, 1978 regulations since no review had consnenced on the application prior to its withdrawal on September 19, 1985. On this basis, we have concluded that an exemption, pursuant to 10 CFR 170.ll(b), from the fee requirements of the M6rch 23, 1978 regulations is authorized by law and is hereby granted for your July 28 application.
