TU Electric letter TXX-88591) dated September 14, 1988, provided the status of the Stone & Webster Engineering Corporation (SWEC) Engineering Functional Evaluation (EFE) and requesteo the staff's approval of the integration of the remaining EFE efforts into Comanche Peak Steam Electric Station (CPSES) Project activities.

As discussed in the Septerher 14, 1988 letter, the primary purpose of the EFE was to prcvide additional levels of confidence that the design validation activities of the TV Electric Corrective Action Program (CAP) were conducteo effective 1).

This principal objective was accomplished by Module 1 of the SWEC EFE which provided an independent evaluation of the adequacy of the CPSES design validation and Post Construction Hardware Validation Program.

I independent evaluation will be documented in a forthcoming SWEC EFE report.

The remaining objectives of the SWEC EFE were to address the utilization uf design dats during testing (Module 2), utilization of design data during maintenance and operatiuns (Mooule 3), and the control of design activities c'uring operations (Module 4).

Because these objectives are also subject to the oversight of the TV Electric Quality Assurance Progran, TU Electri: pro-posed that the activities planned to be completed in hodules 2, 3, and 4 be integrated tato the ongoing CPSES Project activities.

The integration is to be accomplished by providing the EFE review plans for Modules 2, 3, and 4 ta the TV Electric Quality Assurance Departnent for impler.entation.

Additionally, the review criteric for Module 4 has been provided to the TU Electric Engineering Assurance Section to be reviewed and considered during the preparation of pro-cedures for overall site integration of the design control program for operations.
