l In a telephone conversation on August 4,1997, between Mr. Scott Bradshaw, Operations Training and Mr. D. Charles Payne, License Examiner, arrangements were made for the l administration oflicensinc examinations at the Catawba Nuclear Station during the weeks of l December 1 and Decemoer 15,1997.
SUBJECT: NRC~ INSPECTION REPORT NOS. 50-413 AND 50-414/97-300 Thank you for your response of March 4,1998, to our Notice of Violation (NOV)
issued on February 2. 1998, concerning activities conducted at your Catawba facility. We have evaluated your response and found that it meets the requirenents of 10 CFR 2.201. Your' corrective action associated with Violation B of the Notice will be reviewed during future inspections.


Your staff will prepare the proposed examinations in accordance with the guidelines in Revision 8, of NUREG-1021, " Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any examination changes that might be necessary prior to their administration.
After reviewing your letter, we agree with your conclusion that ViolatioI) A of the February.2. 1998. Notice did not constitute a violation. Accordingly, we will adjust our records to reflect that no violation of regulatory requirements occurred with respect to this issue.


To meet the above scheduie, it will be necessary for your staff to furnish the proposed examination outlines by September 22,1997. The proposed written examinations, operating tests, Pnd the supporting reference materials identified in Attachment 2 of ES 201 will be due by October 20,1997. Any delay in receiving the required reference and examination materials or the submittal of inadequate or incomplete materials may result in the examinations being rescheduled.
However. Technical Specification 3.7.13 requires the Standby Shutdown Facility
.(SSF) to be operable. - The security officers are the primary method of starting and operating-the SSF and the qualifications of the security officers

l -to perform these tasks ~should have been continuously assured. You found the necessary knowledge and skills to operate the SSF properly and reliably in an emergency were not evident when the security officers were tested at the end-of one year. Therefore, a:more conservative approach, by retraining g quarterly, as described in your reply to Notice of Violation. would have been L appropriate until experience was gained with security officer retention of h requisite knowledge, skills and abilities. Your response to this. violation describes actions taken in accordance with your systems approach to training -
process.to address problems identified with the security officer SSF training program. Your plans appear to be appropriate and adequately address our  i previous concerns. No further response regarding this issue is required.


In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to prov!de adequate space and accommodations in accordance with ES 402 and to make the simulation facility available on the dates noted above in accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG 1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

Your staff should submit preliminary reactor operator and senior reactor operator license applications and waiver requests at least 30 days before the first examination date so that the NRC will be able to revi>w the applications and the medical certifications and evaluate any reqyested waivers. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.
