Contrary to the above, on April 10. 1987, written operations procedures were inadequate to implement applicable portions of the Security Plan from appro.ximately 8:20 a.m. - 1:15 p.m. when inoperability of the Unit 1 Standby Makeup Pump caused a degraded Standby Shutdown Facility.
