ENCLOSURE I NOTICE OF VIOLATION Duke Power Company Docket No.: 50-413

' Catawba Nuclear Station-License No.: NPF-35 During the Nuclear Regulatory Commi ssion (NRC) inspection - conducted : on April 10 - May 5,1989, a violation of NRC requirements was identified. In accordance with. the " General Statement of Policy' and Procedure for NRC Enforcement Actions, " 10 CFR Part 2, Appendix C (1989), the violation is 1isted below:

Technical Specification 6.8.1.a requires that written procedures' be established, implemented, and maintained as recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.

Appendix A of Regulatory Guide '1.33-recommends procedures for operation of the Compo-nent Cooling Water System and for contamination control.

Procedure OP/1/A/6400/05, Component Cooling Water System, change 45, requires valve 1-KC-9 to be locked in position.

Contrary to the above, on April 13, 1989, Unit I was operating at' caroximately 100 % power; valve 1-KC-9.was not locked in position.

Station Directive 3.8.3 (T.S.), Contamination Prevention, Control, and Decontamination Responsibilities, Revision 24, requires that when exiting a contaminated area a whole body frisk shall be performed at the first available frisker to prevent the spread of contamination.

Contrary to the above, on April 12 and May 2, 1989, Unit 1 auxiliary operators failed to frisk at the first available frisker after exiting contaminated areas in the auxiliary building.

This is a Severity Level IV Violation (Supplement'I)

Pursuant to the provisions.of 10 CFR 2.201, Duke Power Company _ is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission,' ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, Catawba Nuclear Station and a copy to

.the NRC Resident Inspector, within 30 days of the date of the letter transmit-ting this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include [for each violation]: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the correc-tive step., which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
