Radioactive material means any material or combination of materials, which spontaneously emits ionizing radiation. For transportation purposes, materials are not considered to be radioactive if the specific activity is not greater than 0.002 pCi per gram and the radioactivity is essentially uniformly distributed within the material.

1.0 GENERAL The various categories of radioactive material shipments have been desig-nated by Federal regulations and it is the intent of this procedure to j

define those categories routinely received at or shipped from PBNP.

In addition, there is included a section on commonly used terms that have i

specific application to radioactive material shipments. The information herein is provided as a guide and is not intended to supersede the applicable Federal regulations referenced below.

3.0 CATEGORY OF RADIOACTIVE MATERIAL SHIPMENTS s

Each shipment of. radioactive material will fall under one of the following categories. Each category has specific requirements for isotopic composition, quantity of radioactive material per package and specific requirements under which it may be transported.

" Type A" Quantity Radioactive Material A " Type A" quantity means an aggregate amount of radioactive material limits specified in Attachment 1.

Low specific activity (LSA) radioactive ma.4 rial means any of the following:

3.4.1 Material in which the radioactivity is essentially uniformly distributed and in which the estimated average concentration per gram of contents does not exceed:

a.

0.0001 millicuries of radionuclides for which the A g quantity is not more than 0.05 Curie.

b.

0.005 millicurie of radionuclides for which the A quantity 2

is more than 0.05 Curie but not more than 1 Curie.

c.

0.3 millicurie of radionuclides for which the A2 quantity is more than 1 Curie.

NOTE:

THIS MAY INCLUDE, BUT IS NOT LIMITED TO, MATERIALS OF LOW RADIOACTIVITY CONCENTRATION SUCH AS RESIDUES OR SOLUTIONS FROM CHEMICAL PROCESS JG: WASTES SUCH AS BUILDING RUBBLE, METAL, WOOD, FABRIC SCRAP, GLASSWARE, PAPER AND CARDBOARD; SOLID OR LIQUID PLANT WASTES, SLUDGES AND ASHES.

3.4.2

. Objects of nonradioactive material externally contaminated with radioactive mterial, provided that the radioactive material is not readily dispersible and the surface contamination, when averaged over an area of 1 square meter, does not exceed a.

220,000 dpm per square centimeter of radionuclides for which the A2 quantity is not more than 0.05 Curie, or b.

2,200,000 dpm per square centimeter for other radio-nuclides.

3.4.3 Uranium or thorium ores and physical or chemical concentrates of those ores.

3.4.4 Unirrediated natural or depleted uranium or unirradiated natural thorium.

3.4.5 Tritium oxides in aqueous solutions provided the concentration does not exceed five mil 11 curies per milliliter (5 Ci/ml).

3.5 Limited Quantities of Radioactive Material, Instruments and Articles (49 CFR 173.421 & 173.422)

The limited quantity designation is given to quantities of radio-nuclides which do not exceed the activities specified in the Table of Limited Quantities, Instruments and Articles in RDW 5.2.

3.6 Fissile radioactive material is to be covered in a separate procedure.

4.3 Type "A" Package

" Type "A" Package" means a Type "A" packaging together with its limited radioactive contents.

55-GALLON DRUMS MARKED AND USED AS TYPE "A" PACKAGES MUST WEIGH $840 pounds.

4.4 Type "Bes Package

" Type "B" Package" means a Type "B" packaging together with its radioactive contents.

4.5 Type "A" Packaging

" Type "A" Packaging" means packaging which is designed in accordance with 49 CFR 173.24, 173.411, and 173.412. Type "A" packaging must be designed to retain its integrity under normal conditions of transport l

as demonstrated by the tests setforth in 49 CFR 173.465 and 173.466.

4.7 Closed Vehicle Transport Closed vehicle transport means a vehicle equipped with a, securely l

attached exterior enclosure, which during normal transport, restricts the access of unauthorized persons to the cargo space containing the radioactive materials. The enclosure may be either temporary or permanent, may be of the "see-through" type, and must limit access from top, sides and ends.

A vehicle that does not restrict access to the load; i.e.,

a flat bed trailer.

4.9 Exclusive Use (Sole Use or Full Load)

Exclusive use (sole use or full load) means any shipment:

4.9.1 From a single consignor having the exclusive use of a transport vehicle or of an aircraft, or of a hold or compartment of an inland watercraft, or of a hold compartment, or defined deck area of a seagoing vessel; and 4.9.2 For which all initial, intermediate, and final loading and unloading is carried out by or under the direction of the consignor (shipper), consignee (receiver), or his designated agent.

4.10 Normal Form Radioactive Material

" Normal Form Radioactive Material" means radioactive material which has not been demonstrated to qualify as "Special Form Radioactive Material."

4.11 Special Form Radioactive Material "Special Form Radioactive Material" means radioactive material which satisfies the following conditions:

4.11.1 It is either a single solid piece or is contained in a

sealed capsule that can be opened only by destroying the

capsule.

I 4.11.2 The piece or capsule has at least one dimension not less than 0.5 centimeters (0.2 inch).

4.11.3 It satisfies the test requirements of 49 CFR 173.469.

4.12 Preferred Highway (49 CFR 172.101)

Preferred highway is a highway for shipment of " highway route controlled quantities" of radioactive materials so designated by a state routing agency, and any interstate system highway for which an alternate highway has not been designated by such state agency as provided by 49 CFR 177.825.

Radioactive material means any material or combination of materials, which spontaneously emits ionizing radiation. For transportation purposes, materials are not considered to be radioactive if the specific activity is not greater than 0.002 pCi per gram and the radioactivity is essentially uniformly distributed within the material.

4.14 Transport Index Transport index means the number placed on a package to designate the degree of control to be exercised by the carrier during transportation.

The transport index assigned to a package of radioactive materials represents the highest radiation dose rate, in millirem per hour at one meter (3.3 feet) from any accessible external surface of the package.

5.0 PRECAUTIONS 5.1 Dosimetry An RWP is required whenever individuals handle radioactive materials with radiation levels in excess of 100 mrem / hour at 18" from the surface, Under these circumstances, personnel will be issued medium or high range dosimeters.

5.2 The use of survey instruments is recomunended in most cases for ALARA purposes and required whenever the movement and handling of radio-active materials can cause a high radiation area to exist

(>100 mR/ hour, at 18" from the surface).

5.3 Proper industrial safety precautions must be used when handling heavy containers and materials or using heavy equipment.

6.0 NOTIFICATIONS 6.1 Notify the consignee of any special loading / unloading instructions prior to the first shipment.

6.2 Prior to the shipment of fissile or Type "B" packages of radioactive material, notification must be made to the consignee in accordance with RDW 5.8, Section 7.0.

6.3 Before shipping a highway route controlled quantity of ra,dioactive material, notifications to the consignee, NRC, and states'through which the shipment will pass must be made in accordance with RDW 5.8, Section 7.0.

RDW 5.1 Page 6 6.4 After shipment of a highway route controlled quantity of radioactive material, the U.S. Department of Transportation must be notified in accordance with RDW 5.8, Section 7.0.

6.5 In certain situations, notifications must be made in writing to NRC Region III and to the office of the governor of each state into or through which a shipment of radioactive waste will be made. See RDW 5.8, Section 7.2.

7.0 QUALITY CONTROL 7.1 Quality Control Program 7.1.1 Prior to making any shipment of radwaste from PBNP to a burial site, a quality control program must be established to ensure that the waste is properly processed and packaged in accordance with the procedures in this manual.

In addition, the program must ensure that the waste is properly classified in accordance with RDW 3.8.

Management evaluation of these audits is required.

i 7.1.2 Prior to making any shipment of a greater than Type "A" quantity of radioactive material from PBNP, a quality control program must be established and approved by the NRC.

(10 CFR 71, Subpart H and 10 CFR 71.12) 7.2 Quality control for Construction of Packaging (49 CFR 173.474)

Prior to the first use of any packaging for the shipment of radioactive material, it shall be determined that:

7.2.1 The packaging meets t.he quality of design and construction requirements as specified in RDW 5.9.

7.2.2 The effectiveness of the shielding, containment, and, when required, the heat transfer characteristics of the package, are within the limits specified for the package design.

7.3 Quality Control Requirements Prior to Each shipment of Radioactive Materials (49 CFR 173.475)

Before shipping any package of radioactive material, it shall be determined that:

7.3.1 The packaging is proper for the contents to be shipped.

7.3.2 The packaging is in unimpaired physical condition, except for superficial marks.

RDW 5.1 Page 7 7.3.3 Each closure device of the packaging, including any required gasket, is properly installed, secured and free of defects.

7.3.4 Each closure, valve or other openin-1 of the containment system through which the radioactive content might escape is properly closed and sealed.

7.3.5 External radiation and contamination levels are within the allowable limits.

7.3.6 The internal pressure of the containment system will not exceed the design pressure during transportation.

7.3.7 For fissile material, each moderator and neutron absorber, if required, is present and in proper condition.

7.3.8 Each packaging containing liquid in excess of an A2 quantity and intended for air shipment has been tested to show that it will not leak under an ambient atmospheric pressure of not more than 0.25 atmosphere, absolute.

8.0 TRAINING (49 CFR 173.l(b) & IE Bulletin Nos. 79-19 & 79-20)

Each person involved with the shipment or receipt of radioactive material must first be. trained and familiar with the applicable sections of this manual.
