This document describes the current plan and approach the NRC staff expects to use in addressing contingencies resulting from potential unanticipated events due to the Year 2000 (Y2K) problem. The NRC staff believes prudent contingency planning for the Y2K problem is appropriate in addition to actions being taken by NRC licensees to achieve Y2K readiness of                                                    '
their facilities. We further recognize the importance of a broader focus that will help to insure that Y2K concerns regarding the national infrastructure are identified and resolved.
I in its current form, the draft plan discusses actions and approaches invo!ving potential policy issues that may require more formal Commission review and approval. However, the Commission has determined that the draft plan should be made available to the public at this time in order to promote communication and dialogue regarding the proposals discussed therein.
We are soliciting comments on the overall scope and direction of the NRC Contingency Plan at this time. If you have any commente, please provide them no later than February 15,1999 in order to permit sufficient time for the staff to incorporate these comments. The staff believes prudent co ingency planning for the Y2K problem is appropriate in addition to actions being taken b RC licensees to achieve Y2K readiness of their facilities. We further recognize the im ortance of a broader focus that will i help to insure that Y2K concerns regarding the nation infrastructure are identified and i resolved. '

In its current form, the plan proposes actions a approaches involving policy issues that have not had the benefit of formal Commission revjew and guidance. Nevertheless, the Commission has directed us to make the plan available to the public at this time in order to promote communication and dialogue regarding the proposals discussed therein.

In response to this directive, we are sbliciting your comments. If you plan to solicit responses from other groups, we request that these comments be consolidated as part of your input to the NRC.
