The Enforcement Manual, 7.5.4.2b, provides that if no differing views have been received by OE following the "three-week memo" proposing no enforcement action, the office that requested the investigation should send a letter to the licensee notifying them that they are no longer under investigation and that no enforcement action is being proposed.
