I am responding to your letter of October 12, 1988, concerrIng the restart of the Pilgrim Nuclear Power Station. You requested that                s the Commission delay consideration of the restart of the facility                ?
until emergency planning and technical issues are resolved.                As a result of our own concern about the status of emergency planning, the Commission, in a meeting held on October 14, 1988, postponed its decision for the proposed restart of the plant in order to further evaluate this issue.        In that same meeting, the Nuclear Regulatory Commission (NRC) staff concluded in its restart recom-mendation to the Commission that the technical and management deficiencies at Pilgrim are sufficiently resolved t.a provide reasonable assurance that the facility can be reste'ated and operated without undue risk to public health and safety.
The Commission is interested in hearing the views of local officials and citizens on issues associated with the restart of the Pilgrim facility, including the status of emergency planning in the towns surrounding the plant.            Prior to the Commission's October 14 meeting, the NRC staff had conducted a series of meetings in the vicinity of the Pilgrim facility to hear the views of the public on the possible restart of Pilgrim. During the October 14 meeting, the Commission heard the views of elected representatives from Massachusetts. including Lt. Governor Murphy, Senator Kennedy, and Representative Studds.                NRC staff representa-tives recently met with Civil Defense N rectors and other local officials in the seven ei:.svgency planning zone (EPZ) and reception center communities around Pilgrim.            These meetings were held to enable the NRC to obtain first-hand information on the status of the local emergency plans and procedures and to hear the concerns of local officials.
The Commission has decided to hold a public meeting in our Rockville, Maryl nd, headquarters building to hear from local officials regarding the status of emergency plans and the readi-ness of the EPZ and reception center communities to protect the J f o'k 4e w e'*@                              -

The Commission takes most seriously its responsibility to protect the public health and safety.          I can assure you that we will not authorize the Pilgrim plant to res' art unless we are convinced that it can be operated safety ar,1 that the public health and safety will be protected.
