4 ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD DECEMBER 18, 1987 - JANUARY 19, 1988 1.

Plant Status As of 8:00 a.m. on January 19, 1988, TMI-1 was operating at full power with the reactor coolant system (RCS) at normal operating temperature (579 F aver-age) and pressure (2155 psig).

Facility Operations Summary During the report period, the plant continued to operate at full power.

The plant experienced a momentary power increase on January 18, 1988, at 4:46 a.m.

Reactor power reached 101 percent and maximum reactor plant pressure reached 2180 psig.

There was no plant trip since operators noted the transient and took action to reduce plant power.

At the close of this period, the licensee was reviewing this event.

Items of Special Interest Expansion Joints on the Reactor Building Emergency Cooling System Pumps The expansion joints on the subject pumps (RR-P-1A/B) were installed during the summer of 1987.

During the walk-through tour of the intake screen and pump house, an apparent discrepancy in the shape of both joints was noticed by the inspector.

The licensee was advised of the problem immediately.

Based on licensee's preliminary assessment of the problem, it was clear that an error was made in the installation of the joint on the "B" pump.

The licensee provided an evaluation which supported continued plant operations. On January l

12, 1988, the licensee replaced the subject expansion joint.

The licersee also initiated a review on how this error occurred. NRC staff review of this event will occur in NRC Inspection Report No. 50-289/88-01.

l NRC Staff Reorganization at TMI l

The last status report noted the NRC staff reorganization at TMI and plans l

to consolidate resident inspectors at TMI.

During this period, the TMI-2 resident inspector moved to the same office space at the TMI-1 resident in-spectors.

After February 1, 1988, the unit designator for the resident in-spectors will be dropped, indicating that the one senior resident inspector i

and three resident inspectors will be available for inspections at either unit.

The last monthly status report issued by the TMI-2 Cleanup Project Directorate will be issued for the period ending January 31, 1988.

Region I plans to continue monthly status reporting for both units at least until September 30, 1988. The individual unit reports will be consolidated into one report which will have a TMI-1 and TMI-2 section.

To facilitate consolidation of reports, the report periods will be similar to the inspection report periods.

In part, the status report will become factual highlights of the inspection reports for each unit in the interest of a quick release of information to the public. The insr,ection report will continue to reflect the disposition of compliance and assessment of perform-ance on the factual information reported in the monthly status reports. Cer-tain significant licensing activities will also be reported in the status reports for both units.

Accordingly, the next status report for Unit I will be issued for the period January 19, 1988 to February 27, 1988.

Similarly, the Unit 2 status report issued by Region I will be for the period February 1,1988, to February 27, 1988.

NRC Staff Activities During thp Period The NRC staff assigned on site consisted of the senior resident inspc. tor, two resident inspectors, and a secretary.

During the week of January 11, 1988, two region-based security inspectors conducted an inspection of the licensee'-

security program and implementation (NRC Inspection Report No. 50-289/88-02).

Also, Region I issued the following inspection reports during this period:

No. 50-289/87-21 on December 11, 1987 on solid radwaste processing. No violations were identified.

No. 50-289/87-19 on December 28, 1987 -- One violation (no licensee re-sponse required) was issued on failure to properly implement a bypass l

of safety features maintenance procedure.

Licensee corrective actions were satisfactory.
