Dear Mr. Harrison:

RPerlis

Subject:

Use of Later Edition and Addenda of ASME Section III for Seabrook Station Units 1 and 2 We have completed our review of the Public Service of New Hampshire (PSNH) request to implement specific provisions in the 1983 Edition through the Winter 1983 Addenda of Section III, Division 1 of the ASME Boiler and Pressure Vessel Code for application to specific technical issues at the Seabrook Station, Units 1 and 2 as discussed in the letter SBN-865 dated August 30, 1985.

As noted in the PSNH letter, the Commission is in the process of amending the Codes and Standards Rule 10 CFR 50.55a to incorporate the 1983 Edition through the Summer 1984 Addenda of Section III of the ASME Code. PSNH states that when specific provisions of Code Addenda later than those established in the FSAR and the design specifications are utilized, all related requirements will be satisfied in accordance with Paragraph NCA-1140 of Section III of the Code. The staff finds this commitment acceptable.

! Since the 1983 Edition through the Winter 1983 Addenda of Section III of the Code is included in the Code edition and addenda that all be incorporated in the amended 10 CFR 50.55a, we find the use of the provisions of the 1983 Edition through the Winter 1983 Addenda to be acceptable for use at Seabrook Station Units 1 and 2.

I Questions or additional information regarding this matter should be directed to the Seabrook Project Manager, Mr. V. Nerses, (301) 492-7238.

Sincerely, 1 /5

! George W. Knighton, Chief Licensing Branch No. 3 1 Division of Licensing '
