This letter refers to the conversation on August 28, 1985, between Mr. Dale A. Kers of the regional staff and Mr. Thomas Borszym, Staticn Security Administrator, concerning the loss of the badge system f ntegrity at the LaSalle County Nuclear Station.

Based on the matters discussed, it is our understanding that the following actions are being taken by the licensee:

A security officer will be posted in the Construction Dump area to observe the cleanup operations to locate, if possible, any badge /keycards that may have been thrown away. This officer will be posted in this area whenever the bulldozer is onsite moving trash in preparation for loading into dumpsters. The post will be terminated whenever the trash piles are totally removed from the site.

A security officer (two in rush hours) will be posted between the t

protected area turnstyles and the East doors of the Main Access Facility to verify that the badge issued to an individual is the badge that is used by that individual to gain access to the prctected area. This post will remain in effect until September 30, 1985, c.

A feasibility study to determine the possibility of upgrading the badge l

system to accept higher numbered badges will be conducted by the licensee.

The results of this study will be forwarded to the Nuclear Regulatory i

Commission, Region III by September 13, 1985.
