This latter refare to the taspection conducted by Messrs. Fishbaugher and

Brees of this office sa september 20 and 21, 1973, of operations at the

Dow TRIGA Reactor authorised by License No. R-106 and to the discussion of

ear findings with Dr. Anders, Reactor Supervisor, at the conclusion of the

inspectima en September 21, and during a subsequent talaphone couversation.

Areas enemined during the taspection are demeribed in the enclosed inspection

report. Within thsee areas, the inspection sonaisted of selective examinations

of procedures and representative records, interviews wie,h staff personnel.

Durias this inspectian, it uns found that certain of your activities associated

with operation of the facility appear to be in violation of AEC requirements.

Reforcement Action of the Susmary of Findings section of the enclosed inspection

This letter is a notice of violation sent to you pursuant to the provisions

of section 2.201 of the AEC's " Rales of Practice " Part 2, Title 10. Code of

Federal Regulations. Section 2.201 requires you to submit to this office

within twenty (20) days of your receipt of this notice, a written statement

er emplanation in reply imelodings

(1) aorrective steps which have been

taken by you, and the results schieved; (2) eerrective steps which will be

takaa to avoid further violatieas; and (3) the date when full compliance
