2.0 SCOPE AND OBJECTIVES 2.1 Scope The 1996 STPEGS Emergency Preparedness Annual Graded Exercise, to be conducted on October 30,1996, will test and provide the opportunity to evaluate l

the emergency plans and procedures of the South Texas Project, the State of Texas, and the County of Matagorda Texas. It will test the ability of participants to assess and respond to emergency conditions and coordinate activities to protect the health and safety ofindividuals in the plant and in the vicinity of the South Texas Project from the consequences of a radiological incident at the South Texas Project. The Exercise has been developed to support demonstration of the j

capabilities of the South Texas Project, the State of Texas, and the County of l

Matagorda, Texas Emergency Response Organizations, and will include full activation and participation of all the South Texas Project emergency facilities.

The Exercise will be used to evaluate the ability of the onsite Emergency l

Response Organization (ERO) personnel to assess and mitigate the emergency l

situations at the plant, and to take actions to assist state and local government organizations in mitigating the radiological consequences to persons in the i

vicinity of the plant. In addition, the Exercise will provide the South Texas L

Project, the State of Texas and the County of Matagorda with the opportunity to l

assess the effectiveness of training improvements and modifications made to each l

Emergency Plan and its implementing Procedures since the last Exercise.

l 2.2 Onsite Objectives Exercise objectives are provided under this heading. Objectives provide a basis for scenario development and a means to evaluate responses by the emergency response organization.

The STPEGS radiological emergency preparedness Exercise objectives are based on Nuclear Regulatory Commission (NRC) requirements provided in 10 CFR 50.47, " Emergency Plans", and 10 CFR 50, Appendix E, " Emergency Planning and Preparedness for Production and Utilization Facilities". Additional guidance provided in NUREG-0654/ FEMA-REP-1, Revision 1, " Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support ofNuclear Power Plants", was utilized in developing the objectives.

Ob.iectives are grouped according to functional area of emergency response.

Additionally, objectives have been cross referenced to both NUREG 0654 sections and major or parent Emergency Plan Implementing Procedures used in demonstrating the objective.
