The horror stories of water alone that has been contaminated by nuclear power plants using rivers as cooling agents is devastating. In the Philadelphia area, concern has been r istd by the discovery of the chemical degreaser TCE in wells in Montgomery and Bucks enuntiss as well as cyanide, acids and solvents in other water suppliers. These are contributions from unscrupulous chemical company waste du;:pers, but water has been leaking from TMI into the Susquehanna River since the accident in 1979, affecting drinking water used in Lancaster, too. ==Dear
..r. Brenner:==
I am opposed to the two p lants to be opprated at Limerick, Pa.
I understand that the courts issued the order for plant !/2, to not be com;)leted, and for a l I work to stop.
Ilow is it possible for P.E. to continue to vielate this order of the courts???
I do not intend to pay for these costs, and I beiicve they are being passed on to the public in increased rates, because the Pa. Pub l ic -ilti l ity coumi ss ieners are appointed by politicians, instead o f bei ng e lected by the pub li c.
.Evacuction plans are incomplete and have not been proven effective any more than our present day shelters can protect the pub l ic from nuclear fallout, for the simpic reason that there is no effective fi lt rat i on device to filter and'cleen the air that the people in those shelters wi l l be required to breath after they enter the s:m!ters.
This i s apparent ly the same uethods of operat ion, whereby nuclear waste is insufficiently acccuoted for - yet we continue to create the missils and enertjy that produce this waste.
'.lhy is it we can go to the moon and still
.we catnot affectively take care of our own human waste ' '
I think this situation is absolutely discusting - to t.ii nk that with all our education we cannot even solve our own waste problems, and possible accident probleas.
I also believe the people should have,an alternate energy,
cho and no t be cou,4 l l ed to subscribe to Phila. E le ct r i cs po l,i c,eitical games

- .a w 'C Attn Mr. Brenner, Chairman Ret Docket #50-352
Dear Sirs:
We deeply regret that we are unable to appear personally before you at the public hearings to be held this Monday and Tuesday, October 17th and 18th in Phoenixville on such an important issue.
Gentlemen, the nad rush to supply electric energy from water boiled by splitting the aton has proven itself to be folly - and dangerous - and expensive - and short-sighted -
absolutely pernicious - and ir the case of the electric utility industry, downright self-flage11ating!
There are so many adverse conditions apparent with the operation of any nuclear plant, let alone just one - Limerick - that we find it difficult to confine ourselves to decrying just one aspect of its horrors, but we will try.
After the nuclear fuel cycle - the exploration and nining of uranium, the conversion and enrichment processes, pellet naking fcr fuel assemblies f or the reactor core which have to be replaced every 18 to 2h nonths, the storage in coolant "swinning pools", and then more reprocessing where uranium and plutonium are extracted... - we arrive at the "back end" of this nuclear fuel cycle (that nuclear power plant owners of TMI and Linerick hardly ever dwell on)!.THE LONG TERM STORAGE OF RAUdASTE, as it's called.
We understand that the U.S. governnent has been searching for almost h3 years for ways to dispose of high deposits of highly radioactive refuse piling up in nilitary install-ations and storage terminals and nuclear reactor sites across our country. And whether you and/or the utility conpanies cherish the idea, the problen cannot be put off any longer -
we are tenuously storing over 200 million gallons of high radiation-level wastes, and it seens to us that the only way to address this nonstrous reality is to stop producing radwaste!
That means shutting down nuclear plants now in operation, for goodness' sah, let alone allowing Linerick II to add to our problens.
Even so, shutting down nuclear power won't help us find a way to solve the problen of store nuclear waste.
It boggles the mind to realize that used fuel includes do:: ens of radioactive elenents which have to be isolated fron hun life, in cone cases up to a nillion years, to give the materials tine to decay to relatively harmless radiation levels.
('de even question whether

CUB to NRC - Octotgr Ib, 1983 r diation can be called " harmless"). Who will nonitor these toxic wastes for thousands of yacrs? Who will pay for this perpetual surveillance? What moral right d.o we have to obligate futura generations to clean up our nuclear garbage?
The horror stories of water alone that has been contaminated by nuclear power plants using rivers as cooling agents is devastating. In the Philadelphia area, concern has been r istd by the discovery of the chemical degreaser TCE in wells in Montgomery and Bucks enuntiss as well as cyanide, acids and solvents in other water suppliers. These are contributions from unscrupulous chemical company waste du;:pers, but water has been leaking from TMI into the Susquehanna River since the accident in 1979, affecting drinking water used in Lancaster, too. And now, dt. spite the will of the majority of the people, one arrogant man, talking about " honoring contracts" (!) has ruled that the Point Pleasant Station nay be built - thus allowing Limerick II to contaminate the drinking water fron the Dalawsre River!
Gentleman, why do we refuse tha think about nuclear contamination of our future?
Why do we spend time arguing about whether we want to be externinated by cholera or the pingue?
What in heaven's name has happened to our common sense - and our God-given instincts for ssif-preservation and self-survival?
Don't allow Limerick II to be built - please. It's too close to a congested population, cnd the price is too high; in dollars, too.
If we pemit the commercial use of nuclear power to generate electricity to expand, ths Planet Won't even be fit for The Apes to live on.
Electricity rates do not have to be raised; the electric company does not have to borrow money from a consortium of banks - because ne rast, ir. the name of humanity, stop this nuclar madness - now.
It is in your powcr to leave a legacy of compassion and intelligent concern in our history books. Don't fail yourselves.
Very sincerely yours, The Philadelphia Citizens Utility Board G ff
