The adult mussels did not break free in clumps to clog strainers or any lines. Since the introduction of Zebra Mussel into Lake Erie in September 1988, Perry did not perform its' first treatment until 1990. The before treatment inspection indicated approximately 3 inches of mussels on the tunnel valls. The after treatment inspection showed bare pipe valls in most areas. The 1990 treatment for Zebra mussels contained the largest adult infestation in the inlet tunnel at Perry since those adults were 2-3 years old and the present population consists of primarily 1 year old adults. Based on the inspection and proactive approach to control, the first treatment adult population levels should never be reached again. Based on this information there is no change to the plant as described in the USAR. | |||

Is there a change to the plant as described in the USAR7 Previous testing to kill Zebra Mussels did not effect the flows through E!V, SV or Fire Protection. The adult mussels did not break free in clumps to clog strainers or any lines. Since the introduction of Zebra Mussel into Lake Erie in September 1988, Perry did not perform its' first treatment until 1990. The before treatment inspection indicated approximately 3 inches of mussels on the tunnel valls. The after treatment inspection showed bare pipe valls in most areas. The 1990 treatment for Zebra mussels contained the largest adult infestation in the inlet tunnel at Perry since those adults were 2-3 years old and the present population consists of primarily 1 year old adults. Based on the inspection and proactive approach to control, the first treatment adult population levels should never be reached again. Based on this information there is no change to the plant as described in the USAR.
Is there a change to a procedure / instruction as described in the USART The normal operation of the plant is not changed by this instruction. This instruction only coordinates all the activities and system operating alignments required for the application of biocide to eliminate Zebra Mussels.
Is there a test or experiment not described in the USAR that might effect the safe operation of the plant?
This is a proven effective treatment for the elimination of Zebra Mussels which is not a test or experiment.
l Is there a change to the Technical Specification or Operating License?
The application of biocides is not controlled by Technical Specification or contained in the Operating License. This is controlled by NPDES permits and specific operating procedure. The permission to apply the biocide is approved by the Ohio EPA Dated August 21, 1991 for OEPA Permit No. 3IB00016.
Is there-an effect on the environment or change to the Environmental Protection Plan?
This instruction introduces an additive to the plant systems which requires F.PA approval for its potential effect on the environment.

1 Rev.: 0 Zebra Mussel Treatment 1.0 SCOPE The Zebra Mussel is a biofouling organism which can significantly reduce or block any rav vater system flow. This TII will distribute through the plant systems using lake water, a biocide, H-130 which has been proven effective in the elimination of the Zebra Mussel.
The biocide vill be removed from all treated water prior to discharge, by absorption to bentonite clay (neutralization agent).
This instruction is designed to be followed step by step. However, the step sequence may be altered and the steps annotated N/A at the discretion of the Unit Supervisor to suit existing plant conditions and time requirements. The reason for a step being annotated N/A shall be noted in the Remarks blank.
2.0 PRECAUTIONS AND LIMITATIONS 1.
If H-130 is discharged to the lake or the neutralized discharge samples after verification exceed 0.04 ppa, stop the chemical injection and contact the Control Room per PAP-0806.
NOTE:
The minimum detectable H-130 concentration is 0.02 ppa.
2.
Provisions shall be made to remove mussel shells from the traveling screen baskets and store for-later evaluation and disposal.
3.
Do not change ESU or SU system lineup during the injection of-H-130 unless authorized by the Unit Supervisor and documented on, Problem / Comment Log, Attachment 11.
NOTE:
HI lineup changes vould. result in affected loads not receiving the required duration of H-130 treatment.
4.
Do not perform a radvaste discharge _ during the treatment, since samples vould be affected at the discharge structure.
5.
Prohibit fire protection vater usage except for a-fire emergency, until flush effluents indicate <0.04 ppm H-130.
6.
In the event of a Fire Protection system actuation in response to a fire during the treatment period, treat the P54 sprinkler effluent as a H-130 spill per PAP-0806.

If an ESV pump is lost, monitor the three standpipes, outside the east side of the Auxiliary Building, to ensure H-130 is not l
discharged to the svale.

In the event of a heavy infestation of mussel shells blocking the ESV screens, allov untreated lake water to enter the ESV forebay by opening the sluice gates per SOI-P45/49, ESV Pumphouse Forebay Emergency Supply Operations, a.
If ESU system H-130 concentration is detectable, treat the resultant discharge to the svale as a spill per PAP-0806.
b.
With the sluice gates open, monitor ESU inlet temperature, 1P45-R091A/B, on 1H13-P601. The maximum allovable ESV forebay temperature is 85'T to conform with USAR design assumptions. Operation at >85'F ESV forebay temperature is outside the design bases of the plant and shall be reported per 10CFR50.72(b).
9.
If at any time a H-130 spill occurs:
l a.
Secure the container causing the spill and concain the spread of the spill using a spill kit, as required.
b.
Notify the Control Room of the location and the amount of the chemical spill in accordance with PAP-0806 c.
Spread Bentonite Clay over the affected area. Additional clay shall be readily available, in the event of a spill, besides the amount required for neutralization.

j 4.0 PROCEDURE 4.1 General Guidelines 1.
This TII will be performed as determined by environmental conditions.
2.
Chemistry /Calgon personnel vill sample the treated systems at various points periodically to ensure the proper concentration of H-130 is maintained.
Samples vill also be periodically taken at the plant discharge structure to ensure the neutrali-zation process is successfully reducing the concentration to below the discharge guidelines. All sample results vill be recorded on Attachment 9.
3.
The minimum sample requirements are:
a.
The following systems should obtain one 2 2.5 ppa concentration verification and one subsequent concentration of 1 0.04 ppa:
Concentration may vary at the discretion of the System Engineer and noted on Attachment 11.
b.
SV & ESV will be sampled hourly for later analysis to ensure system concentration is maintained at approximately
>2.5 ppa, c.
