The purpose of our testing at Omega Point Laboratories is to conArm the performance of the Thermo-Lag Fire Barrier System installed at Comanche Peak Steam Electric Statica(CPSES). We have therefore utilized TU Electric Quality Control personnel, CPSES stock materials, and installation -

techniques representative of the installation at CPSES. Our application of Thermo Lag is consistent with previous TSI guidance including on site -

training by TSI personnel and applicable CPSES design documents and procedures.

These tests will provide comprehensive test documentation to enable TU.

Our observations are presented in two categories. These are

  • GENERAL OBSERVAkIONS
  • CONFIGURATION SPECIFIC OBSERVATIONS -

The general observations are common to nearly all test articles, and are therefore genene. De specific observations apply to test articles as delineated herein.

CENERAL OBSERVATIONS A.

Improper Use of Stainless Steel Banding Material and Tie Wire Which ContA Result in An Early Test Termination and Failure This perhaps is_one of the most serious concerns, since it wu extensively used and effects all of the test articles.

It was observed and reported to TU personnel that bands and/or tie wires were impicgiy used as primary load carrying members for other tie wires and bands to support entire sections of prefabricated-THERMO LAG components.

b Texas Utuities 3I""' E Page 3 The bands and/or tie wires were never intended to perform the double duty of providing for the mechanical attachment of the prefabricat.ed 1HERMOLAG sections' to the test raceway, and also acting simultaneously as primary load carrymg -

members for other tie wire and/or bands which support sizeable uctions of THERMGLAG.

This method of support is not satisfactory and should not be used. During exposure to fire, the steel will lose a substantial portion of its load carrying capabuity. This may most likely cause and allow, at that time, affected prefabricated THERMGLAG 330 sections to detach and permit direct flame penetration into the test assembly.

Photographs 1 through 15, which are provided by way of example rather than entirety, depict clearly the seriousness of the problem.

Further accentuating the concern is the fact that a multiplicity of sman wire segments were used. In some cases they were placed by knotting them together, resulting in an assembly whkh is neither tight as good practice dictates.

In some instances, the tie wires seem to free float in the air.

Figure 1 depicts a special case here the structural conduit support assembly telles i

exclusively on the abi!Ity of a singular stainless steel band to perform the double q

function of supporting the THEMRGLAG 330 segment to the assembly and.

o simultaneously the bottom segment via tie wires attached to it. - This clearly wul not work. The failure of this segment of the assembly willimpact the performance of the entire test article. A recommended fix is also presented in Figure 1.

Loosely Fittine Bands'or tie Wires Some bands or tie wires were not suffkfently tightened during installation. These should be replaced. Photographs 16 and 17 are preented as an example.

cured in order to provide for a continuous uninterrt pted fire barrier wrap over the entities being protected. Therefore, a minimum thickness comprising the thickness of the prefabricated items being installed must be present if the duration of fire resistance is to be obtained.

It was noticed that the topcoat was appued, almost without ext ption, on th after completion of the initial installation of the THERMO LAC 330-1 Subum Trowel Grade Matcrial.

The appucation of the topcoat prior to allowing for all moisture to leave will i

substantially retard the rate of moisture migration from the uncured THERMO-LA The vapor pockets, with the porosity that would result from this, may m reduce the density of the product. The topcoat may aho bridge over the surface therefore, the full shrinkage of the product will not be visually observed

. The net result will be that the minimum required quantity of the THERMO-LAC 3301 Subuming Trowel Grade Material will not be present at the joint, and the full exte of fire resistarse will not be present at that point of the instalhtion, and prema i

failure of the test assembly may result.

It is therefore recommended that immediate corrective action en action is comprised of reopening the joints, refilling them following the correct procedures, and allowing the material to completely curs. Perform the necess build up of THERMO-LAG 330-1 Sub11 ming Trowel grade Material to insure that th full thickness is present. Allowing the build up to cure is aho essential. Only at point in time should the topcoat be applied.

D InsufBcieniCovering of Primary Raceway Elementa With THERMO LAC Elre Barrier Whkh Abut Other Entities Abo Exoosed To Fire Good engineering practice requires, when fire wrapping a primary raceway ele which interfaces with an ad)oining entity, that it be covered in its entirety and to its full extent with the fire barrier matetal first. Only when this step is completed is the adjoining entity protected. If this order of installation is not maintained, fire accesa penetrations may resuh on the surface of the raceway being protected at the interface between the two entities. This is a result of the consumption of the fire barrier on the " adjoining entity" which in turn exposes the unprotected segment of the electrical raceway.

TU's instaUen have consistently installed the fire barner system materials to the structural support first, fouowed by the instauation of the fire barrier system materials to the electrical raceway. As a result, the THERMO. LAG 330 Fire Barrier abuts the THEF.MO. LAG 330 Fire Barrier on the structural support. As the THERMO LAG on the structural support is consumed. It will expose the unprotected section of the electrical raceway, to the fire environment. In the case of cable trays, the cables will be directly exposed to the flame environment.

Similarly, in the case of conduits entering Junction boxes or condulets, the conduit rnust be covered with the fire barrier first, foUowed by the appucation of the fire barner to the } unction box or condulet. Also, the extent of the fire wrap on the conduit is inadequate and should include at least a two inch span of conduit penetrating the Junction box or the condulet. TU's installers covered only 0.5" of the conduit beyond its interface with the THERMO LAG 330 covered junction box and/or condulet. As the fire barrier on the junction box and/or condulet is consumed by the fire environment, it is apt to expose an unprotected conduit segment which is beyond the 0.5* being covered, and cause an excessive temperature i

at that location. Figures 3 and 4 depictthis.

Figure 5 depicts the appucation of the THERMO-I.AG 333 to the facsimile of the penetrant through the fire banter. The same concerns apply. The penetrant should be covered for the entire length first.

Post buttering of joints between panel sections is not acceptable. Post buttering of l

scored sections of a panet where the stress skin is left intact comprises a viable method of assuring that the h01 and cured thickness of THERMO LAG 330 is present.

Topcoating over wet areas is not allowed as it will result in undetected and under design thicknesses in these areaA A more detall discussion on this subject was presented in an earlier section of this report.

It was noted that on Scheme 1, Assembly 1 of test article 93543A. an insufficient material thickness was present in the scored areas as ahown in Figure 6. Please CorTeCt.

It was also noted that some joints were void of any prebuttering. Please correct using approved procedures.

It was further noted that the bottom of the horizontal "T" portion on this tray, constructed of several sections, was abnormally sagging. We could not establish whether flat or "V" grooved prefabricated sections were used, and if used, in which direction the V grooves wars running. Also, the gap width between those sections could not be established.

The details of construction of this section must be addressed prior to the test.

The type of prefabricated panel (flat or "V" grooved) installed on.he bottom of the "T" section must be identified. If flat panels were used, they should be removed and replaced with "V" grooved panels. De "V" grooves should run perpendicular te the width of the tray. The two sections must be laced at their interfaces with approved stainless steel tie wire at 2 inch intervals, to avoid separation during the fire exposure as shown in Figure 7.

Or - the entire bottom section must be covend with a complete layer of Stress Skin as follows:

Apply a 3/16" thickness of wet THERMCkLAC 330-1 Subliming Trowel Crade Material over the entire surface. Allow to dry for approximately 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> or overnight, whichever Ls more conveniant.

Follow this by the installation of a complete wrap of stress skin using a 5 inch overlap at the seams, and laced at the seam wuh approved stainless steel tie wire at 2 inch intarvals.

Page, This is followed by the installation of stainless steel banding matenal at a maximum of 12 inch intervals.

The final step is comprised of filling the stress skin mesh with THERMO-LAC 330-1 Sub11 ming Trowel Grade Material (normally 0.060" will suffice),

allowing the matenal to cure, and then topcoating, if desired.

B)

Upgrade Cable Tray Test Article Scheme 1 Anembly 2 - e93543B T51's recommendations were not completely followed. As presently constructed, the test article does not offer the minimum level of upgrade necessary.

TSI's recommendations for upgrading were comprised of details previously -

submitted to Texas Utilities and which for convenience are incorporated into this report as Appendix A, or Wrapping the entire assembly as presently construe:ed with one complete and uninterrupted layer of THERMO-LAG Stress Skin Type 33049, as follows 1)

All topeosted surfaces should be lightly hand sanded and all dust residue removed.

Starting with the inside right angle of the cable tray, cut a place of THERMO-LAG Stress Skin large enough to circumferent'. ally wrap the width of the cable tray, plus 5 inches, and the desired length plus 2 inch 2s. Form this piece into a right angle.

Wrap the stress skin around the cable tray starting at the vertical leg, overlapping the seam on one side by 5 inches. Wrap the next section of stress skin overlapping the fint piece by 2 inches. Tle. the two sections of stress skin together at the seams with stainless steel tie wire at 2 inch intervals. The strans skin sections shall be secured to the cable tray with stainless steel banding material, at a maximum of 8 inch intervals.

TEMO. LAC Stress Skin Type 330-69 wu used to upgrade the right angle section of this test assembly. The stras skin wu fonned in a vertical plain so that it overlapped the back and the front of the test article by 5 Lnches. Thee section of stress skin overlaps were held in place by stretching the tie wire from one 5 inch bend to the othkr, across the THERMO LAC Prefabricated Panel.

The bottom 90* intersection of the two THERMO LAG Panels wu not upgradd with the Tr'ERMO. LAC Stras Skin Type 330-69 c)

The straight sides of the horizontal T were wrapped with the Stress Skin upgrade, overlapped for 5 inches on the top and bottom of the horizontal T The stainless steel tie wire running across the top and bottom of the heruental T wu tied to the stainless steel banding material used to hold the prefabricated panels onto the cable tray.

Use of Flat (No W" Croove) Sections of THERMO LAC i

Prefahneated Panels function Boxes and Condulets The use of flat THERMO-LAC Prefabricated panels has never been verified by test, and is therefore unacceptable. Please replace the flat sections with 7" grooved secuens and employ recommendations for construction contained in Appendix A hereto. The instaliation detail depicted in Figure 10 has not been previously tested.

Incompletely F111ed foints Between Prefabric2ted Sections AD joints between prefabricated sections should be filled at least to the thickness of the adjoining items.

Conduit #93543C, Assembly 1, has points whkh are incompletely filled. This repair must be completed prior to the test if valid results are to be obtained. See Photograph 22.

Do not apply over the previously painied surfaces. This surface must be removed and the full gap / joint thickness obtained using correct procedures.

Provision Of A Fillet Chamfer Between Two Adjoining Sections Of Dissimilar Diameters or Other Dimensions A chamfer ft!!et of THERMO LAG 3301 Sub11 ming Trowel Grade Material must be provided between two adjoining items of dissimilar dimensions. Figure 11 depicts our recommendation. Photographs 23 and 24 shows a typical detail taken from the TU conduit assembly. Sharp discontinuities of this type may produce undesirable stress concentration at this joint.

Smiing Without Scoring And Under Tension Of Flat mERMO-LAG 330 Mbdcated Panels To Conform To A Substantial Condulet Curvature Photographs 25 and 26 and Figure 12 depict this design. This design imparts substantial stress onto the panet as the normal scoring provided for that purpose is not present. Upon exposure to the fire environment,it is expected that the tie wtre -

O Imerecer Coveraee Of Solice Plates On Cable Trays Photographs 27 and Figure 13 depict the installation. A panel section is supenmposed over an adjoining section of THERMO LAG 330 Prefabricated Panel which abt i the splice plate, and essentlany, is intended to provide a cover over the bolts and splice plate. Only a 1/2" overlap is provided by this cover onto the adjoining sections.

It is inadequate ard could result in a premature failure of this joint.' As the primary l

abutting sections and the cover are exposed to the fire environment, they become progressively consumed due to the fire induced sublimation. This will result in an inadequate base to support the cover and cause it to either shift or collapse in the cavity thereby providing for a direct penetration of flame into the exposed cable' tray.

Our recommendation is that one continuous section of a THERMO-LAG 330 prefabricated panel be used to cover the bolts of the splice plate, and the splice plate -

The forming of the fire banter sections ts ' accomplished using one of several methods. Three O) or four (4) sided one Q) piece sections are fonned by cutting or scoring, u specified. In the mas of one bour Srv barrier panels, the scoring is done-along the lines where bends are to be made and then making the required 90* bends.

In the case of the three hour 8 e barrier panel, "V" grooves are cut along the lines =

where bands are to be made and then the required 90' bends are made.' The sections, are then completed by fastening the sides together and alling in tha' scored or "V cut corne, with the THERMO. LAG 3301 Subitming Trowel Grade Material 1

In the other alternative method, individual top, bottom and side pieces are cut from the one or three hour fire barrier prefahru:sted panel, and are then fastened together.

The seams and joints of the section are then filled with thc THERMO-LAG 330-1 Subliming Trowel Grade Material, and as appropriate, structurally enhanced by stainless steel tie wire, stainless steel banding material and/or THERMO LAG Stress Skin Type 330-69.

Approved mechanical fastening materials to be used for the installation of the THERMO LAG 330 Prefabrkated Panels are:

Make sure that a continuous layer of THERMO LAG Stress Skin Type 330-69 is present on the inside, and the score line is completely filled with the THERMO LAG 330-1 Subliming Trowel Crude Material f

The THERMO-LAC 330-1 Subliming Trowel Grade Materul may shnnk up to 25%. Multiple applicacons may be required to insure proper dry flim th2ckness.

The THERMO LAC 330-1 Subliming Trowel Grade Material is deemed to be cured when the moisture content does not exceed 20 as measured by a mesiture meter such as a Delmhorst Moisture Meter, Model DP, or a minimum of 30 days have elapsed following the completion of the application, at a minimum ambient temperature of 50'F.

13 In the case of the three hour fire barrier design, make sure that a continuous layer of THERMO LAC Stress Skin Type 330-69 is present on the outside.

This is accomplished by the following-L3.1 On the side of the fire barritr facing the cable tray, miter a 45' "V" cut through the panet leaving the outer layer of stress in intact. This 45' "V" cut in along

the predetermined bend lines.

13.2 Fill the scored "V" cut with the THERMO. LAG 330-1 Subliming Trowel Grade Material. The dry thickness of the THERMO LAC 3301 Subliming Trowel Gnde Material must be equal to the thickness of the panel, and meet the minimum tbha criteria of 1.250" t 0.250". The THERMO-LAC 3301 Subliming Trowel Grade Material may shrink up to 25%.

Multiple applications may be required to insure proper dry film thickness.

The THERM 6 LAG 330-1 Subliming Trowel Grade Material is deemed to be cured when the motsture content does not exceed 20 as measured by a mositure meter such as a Delmhorst Moisture Meter, Model DP, or a minimum of 30 days have elapsed following th'. completion of the appitcation, at a minimum ambient temperature of 50*F.

The followmg sequential steps shall be used when butt joming mdividuals 1.8 sections af Prefabncated Panels where the gap width is in excess of 0.030 inches:

The meuurement of the width of a gap or seam between adjotning sections LS.1 of THERMO-LAG 330 Prefabricated Panels should be performed and pnor to their prebuttering with the THERMO LAC 3301 Subliming Trowel Crade Materut. The presece of the THERMO-LAG 3301 Subliming Trowel Crade Material in the pp or seam could impact the accuracy of the measurement.

The adjoining sections of panel should be in intimate contact with each other.

While banding, tie wire or other mechanical.*astning materials may be used for support, any tensioning-dghtening of the bending or tie wire, etc., in the proximity of the gap will impact the accuracy of the measurement, and is not permitted.

Cut a pie.ce of THERMO LAG Stress Skin Type 33049 large enough to form a L8.2 complete circumferendal wrap centered over the adjoining sections of the Prefabricated Panel, allowing a 5* minimum circumferential overlap. The width of this section shall be a minimum of to inches.= The length of this section shall be equal to the sum of the bue, top, both sides, plus 5 inches to allow for the required overlap. The orposed edge of the overlap should be secured using staWess steel tie wires at 2 indi intereals.

18.3 Fill in any gaps or joints completely with the THERMO LAG 330-1 Subliming Trowel Grade Material. The THERMO-LAC 330-1 Sub11 ming Trowel G ade Material may shrink up to 25%. Multiple applications may be required to insure proper dry film thkkness.

The width of this section shall be a minimum of 10 inches.
